Effect of Food Safety Practices on Foodborne Illnesses among Food Vendors in Nigeria
Abstract
Food safety practices are essential for preventing contamination of food and reducing the occurrence of foodborne illnesses among consumers. Food vendors play an important role in providing meals and ready-to-eat foods to large numbers of people, particularly in urban markets, schools, workplaces, transportation centres, and other public settings. However, inadequate food handling practices, poor personal hygiene, improper storage temperatures, cross-contamination, unsafe water use, inadequate cooking, poor waste disposal, and improper food storage may increase the risk of contamination by pathogenic microorganisms and other hazards. Foodborne illnesses include infections and intoxications resulting from the consumption of contaminated food or water and may cause symptoms such as diarrhoea, vomiting, abdominal pain, fever, dehydration, and, in severe cases, hospitalization and death. In Nigeria, foodborne illnesses remain an important public health concern because of challenges including limited access to safe water, inadequate sanitation facilities, poor environmental hygiene, inadequate food safety knowledge, insufficient regulatory monitoring, and widespread informal food vending. Food vendors may be particularly exposed to these challenges because food preparation and storage may occur in environments with limited infrastructure and inadequate facilities for maintaining hygienic conditions. Effective food safety practices are therefore essential for protecting consumers and reducing the public health burden associated with contaminated food. Against this background, this study investigates the effect of food safety practices on foodborne illnesses among food vendors in Nigeria. The study is anchored on the Food Safety Culture Model, the Health Belief Model (HBM), and the Social Ecological Model. The Food Safety Culture Model emphasizes that food safety outcomes are influenced by food handlers' knowledge, attitudes, behaviours, organizational practices, leadership, and commitment to maintaining safe food-handling standards. The Health Belief Model explains that individuals' adoption of preventive health practices is influenced by perceived susceptibility, perceived severity, perceived benefits, and perceived barriers. The Social Ecological Model recognizes that food safety behaviours are shaped by interacting individual, environmental, organizational, community, and regulatory factors. Collectively, these theoretical perspectives provide a comprehensive framework for explaining how food safety practices may influence the occurrence of foodborne illnesses among food vendors in Nigeria. The study adopts a quantitative cross-sectional research design. Primary data will be collected from selected food vendors operating in markets, streets, schools, workplaces, and other food vending locations in Nigeria using a structured interviewer-administered questionnaire and, where feasible, an observational food safety checklist. A multistage sampling technique will be employed to select states, local government areas, food vending locations, and eligible food vendors. Food safety practices will be measured using personal hygiene, handwashing practices, use of clean water, food preparation hygiene, separation of raw and cooked foods, cooking practices, food storage and temperature control, utensil sanitation, waste disposal, environmental cleanliness, protection of food from insects and other contaminants, and compliance with food safety guidelines. Foodborne illnesses will be assessed using reported occurrence of foodborne illness among vendors or their customers, frequency of gastrointestinal symptoms, documented cases where available, and indicators such as diarrhoea, vomiting, abdominal pain, and suspected food-related infections. Where feasible and ethically appropriate, microbiological assessment of selected food or environmental samples may be conducted to provide objective evidence of contamination. Descriptive statistics will be used to summarize respondents' demographic characteristics, food vending practices, food safety behaviours, and reported foodborne illness outcomes. Inferential statistical techniques, including chi-square tests, correlation analysis, and multiple logistic or regression analysis, will be employed to determine the effect of food safety practices on foodborne illnesses. Appropriate diagnostic tests will also be conducted to assess multicollinearity, model specification, goodness of fit, and the robustness of the estimated relationships. The study anticipates that effective food safety practices will have a significant negative effect on the occurrence of foodborne illnesses among food vendors in Nigeria. Vendors who consistently maintain good personal hygiene, wash their hands appropriately, use safe water, thoroughly cook food, prevent cross-contamination, maintain appropriate food storage conditions, clean utensils properly, and dispose of waste safely are expected to have lower levels of food contamination and reduced occurrence of foodborne illnesses. Conversely, poor hygiene, unsafe water, inadequate cooking, prolonged storage at inappropriate temperatures, exposure of food to insects and dust, and poor waste management may increase the likelihood of microbial contamination and foodborne illness. However, food safety practices may be influenced by factors such as vendors' level of education, food safety knowledge, availability of clean water, access to sanitation facilities, cost of maintaining hygienic conditions, environmental conditions, training, and regulatory enforcement. Consequently, improving food safety among food vendors requires not only individual behavioural changes but also supportive environmental conditions, appropriate infrastructure, regular training, and effective monitoring. This study is expected to make significant contributions to the literature on food safety, environmental health, infectious disease prevention, and public health in Nigeria by providing empirical evidence on the relationship between food safety practices and foodborne illnesses among food vendors. The findings will provide useful information for the Federal Ministry of Health and Social Welfare, Federal Ministry of Agriculture and Food Security, National Agency for Food and Drug Administration and Control (NAFDAC), state ministries of health, local government environmental health departments, food safety regulators, market authorities, public health practitioners, food vendors' associations, and policymakers regarding strategies for improving food safety. The study will also provide evidence-based recommendations for strengthening food safety education and training, improving access to clean water and sanitation facilities, promoting hygienic food handling, strengthening routine inspection and monitoring of food vendors, improving environmental sanitation, and enforcing appropriate food safety standards to reducFood safety practices, foodborne illnesses, food vendors, food hygiene, food contamination, personal hygiene, environmental sanitation, food safety education, public healthe foodborne illnesses and protect public health in Nigeria.
