Effect of Tax Revenue Allocation on Public Sector Financial Performance in Nigeria

 

Abstract

Tax revenue allocation is an important component of public financial management because it determines how government revenue is distributed among different levels of government and public sector institutions to finance public services, infrastructure, development programmes, and administrative activities. Effective allocation of tax revenue enables public sector organizations to obtain the financial resources required to implement budgets, deliver essential services, execute development projects, and achieve established fiscal objectives. Public sector financial performance reflects the extent to which government institutions effectively utilize available financial resources to achieve budgetary, operational, accountability, and service-delivery objectives. In Nigeria, the importance of tax revenue allocation has increased due to the need to strengthen internally generated resources, improve fiscal sustainability, reduce dependence on volatile oil revenues, and enhance the delivery of public services. The Nigerian fiscal environment has experienced significant changes arising from tax reforms, fluctuations in government revenue, inflation, increasing public expenditure, and evolving revenue-sharing arrangements among the federal, state, and local governments. These developments have heightened concerns about whether available tax revenues are allocated and utilized efficiently across public sector institutions. Regulatory and fiscal institutions, including the Federal Inland Revenue Service (FIRS), the Revenue Mobilization Allocation and Fiscal Commission (RMAFC), the Office of the Accountant-General of the Federation (OAGF), and state revenue authorities, play important roles in revenue generation, allocation, accounting, and fiscal management. Despite these institutional arrangements, challenges such as inefficient revenue allocation, weak expenditure controls, leakages, poor budget implementation, inadequate accountability, and limited financial management capacity continue to affect public sector performance. Although previous studies have examined taxation, public revenue, and fiscal federalism, empirical evidence regarding the effect of tax revenue allocation on public sector financial performance in Nigeria remains limited and inconclusive. Against this background, this study investigates the effect of tax revenue allocation on public sector financial performance in Nigeria. The study is anchored on Fiscal Federalism Theory, Public Choice Theory, and Resource-Based View (RBV). Fiscal Federalism Theory explains that appropriate allocation of financial resources among different levels of government can improve efficiency in the provision of public goods and services by aligning revenue responsibilities with expenditure requirements. Public Choice Theory emphasizes the need for accountability, efficiency, and responsible decision-making in the management and allocation of public resources. The Resource-Based View suggests that effective management and utilization of financial resources constitute valuable organizational capabilities that can improve institutional performance. Collectively, these theoretical perspectives provide a comprehensive framework for explaining the relationship between tax revenue allocation and public sector financial performance in Nigeria. The study adopts a quantitative research design using a structured questionnaire administered to accountants, auditors, finance directors, budget officers, revenue officers, treasury officers, internal auditors, public finance managers, procurement officers, and other personnel involved in revenue management and financial administration within selected federal and state public sector organizations in Nigeria. A stratified random sampling technique will be employed to ensure adequate representation of relevant public sector institutions across different administrative levels and sectors. Tax revenue allocation will be measured using adequacy of allocated tax revenue, timeliness of revenue allocation, allocation efficiency, transparency of allocation processes, predictability of revenue transfers, fairness of distribution, and adequacy of funds relative to institutional responsibilities, while public sector financial performance will be measured using budget implementation, financial efficiency, expenditure management, revenue utilization, accountability, service delivery, financial sustainability, and achievement of fiscal objectives. Primary data collected from respondents will be analyzed using descriptive statistics to summarize respondents' demographic characteristics and perceptions regarding tax revenue allocation and public sector financial performance. Structural Equation Modeling (SEM) will be employed to examine the effect of tax revenue allocation on public sector financial performance. The measurement model will be evaluated using Cronbach's Alpha, Composite Reliability (CR), Average Variance Extracted (AVE), and Confirmatory Factor Analysis (CFA) to establish the reliability and validity of the research instrument. Additional diagnostic tests, including multicollinearity assessment, common method bias analysis, and model fit indices such as the Comparative Fit Index (CFI), Tucker-Lewis Index (TLI), Root Mean Square Error of Approximation (RMSEA), and Standardized Root Mean Square Residual (SRMR), will be conducted to ensure the adequacy, consistency, reliability, and robustness of the structural model. The study anticipates that effective tax revenue allocation will have a significant positive effect on public sector financial performance in Nigeria. Adequate, timely, predictable, transparent, and efficiently distributed tax revenue is expected to strengthen public institutions' capacity to implement approved budgets, finance essential services, execute development projects, and meet financial obligations. Effective tax revenue allocation is also expected to improve expenditure planning, enhance financial accountability, strengthen resource utilization, and reduce dependence on irregular or unsustainable financing sources. Furthermore, transparent allocation mechanisms are expected to promote institutional accountability and improve the ability of public sector organizations to achieve their financial and operational objectives. Conversely, inadequate, delayed, unpredictable, or inefficiently allocated tax revenue may result in budget shortfalls, poor project implementation, accumulation of financial obligations, inefficient expenditure patterns, and weakened service delivery. Consequently, improvements in tax revenue allocation are expected to contribute significantly to enhancing financial efficiency, accountability, budget performance, and overall public sector financial performance in Nigeria. This study is expected to make significant theoretical and empirical contributions to the literature on taxation, public sector accounting, fiscal federalism, and public financial management by providing comprehensive evidence on the relationship between tax revenue allocation and public sector financial performance in Nigeria. Unlike previous studies that broadly examined tax revenue generation or fiscal allocation, this research specifically evaluates tax revenue allocation as a determinant of public sector financial performance using primary data and Structural Equation Modeling (SEM). The findings will provide valuable insights for the Federal Inland Revenue Service (FIRS), Revenue Mobilization Allocation and Fiscal Commission (RMAFC), Office of the Accountant-General of the Federation (OAGF), state revenue authorities, federal and state governments, public sector organizations, policymakers, auditors, professional accounting bodies, and academic researchers regarding the importance of effective revenue allocation in improving public sector financial management. The study will also provide evidence-based recommendations for strengthening revenue allocation mechanisms, improving transparency and predictability of fiscal transfers, enhancing budget implementation, strengthening expenditure controls, reducing revenue leakages, improving accountability, and promoting efficient utilization of tax revenue for sustainable public sector financial performance in Nigeria.
