Impact of Digital Payment Systems on the Financial Performance of Small and Medium Enterprises in Nigeria

 

Abstract

Digitalization has transformed public financial management systems across the world, with tax administration emerging as one of the key areas benefiting from technological innovation. Governments are increasingly deploying digital technologies to improve tax administration, enhance voluntary tax compliance, reduce administrative costs, minimize tax evasion, and strengthen domestic revenue mobilization. In Nigeria, the Federal Inland Revenue Service (FIRS) and various State Internal Revenue Services have implemented several digital tax administration initiatives, including electronic taxpayer registration, e-TIN generation, online tax filing (e-filing), electronic tax payment (e-payment), digital tax clearance certificates, automated tax assessments, taxpayer self-service portals, and integrated tax management systems. These digital reforms are designed to simplify tax procedures, improve service delivery, enhance transparency, reduce physical interactions between taxpayers and tax officials, and strengthen the efficiency of tax administration. Small and Medium Enterprises (SMEs), which constitute over 90 percent of businesses in Nigeria and contribute significantly to employment generation, industrial development, innovation, and Gross Domestic Product (GDP), are expected to benefit substantially from these technological advancements. However, despite the introduction of digital tax platforms, tax compliance among many SMEs remains relatively low due to inadequate digital literacy, poor internet infrastructure, limited awareness of digital tax services, cybersecurity concerns, compliance costs, and inadequate technical support. These challenges have contributed to tax evasion, delayed tax filing, inaccurate tax reporting, and revenue leakages, thereby limiting the effectiveness of digital tax administration reforms. Consequently, there is an increasing need to evaluate whether the digitalization of tax administration has significantly improved tax compliance among SMEs in Nigeria. Against this background, this study investigates the impact of digital tax administration on tax compliance among Small and Medium Enterprises in Nigeria.The study is anchored on the Technology Acceptance Model (TAM), the Theory of Planned Behavior (TPB), and the Economic Deterrence Theory. The Technology Acceptance Model explains that taxpayers are more likely to adopt digital tax systems when they perceive them to be useful, user-friendly, and capable of improving compliance processes. The Theory of Planned Behavior posits that taxpayers' attitudes, subjective norms, and perceived behavioural control significantly influence their intentions to comply with tax obligations. Economic Deterrence Theory argues that effective monitoring systems, increased detection capabilities, and appropriate sanctions discourage tax evasion and encourage voluntary compliance. These theoretical perspectives collectively provide a comprehensive explanation of how digital tax administration influences taxpayers' compliance behaviour within the SME sector.The study adopts a quantitative research design using a structured questionnaire administered to SME owners, managers, accountants, finance officers, tax consultants, and other individuals responsible for tax administration within selected Small and Medium Enterprises operating across manufacturing, commerce, agriculture, construction, hospitality, and service sectors in Nigeria. A stratified random sampling technique will be employed to ensure adequate representation of SMEs across different industries and geopolitical zones. Data collected from respondents will be analyzed using descriptive statistics to summarize respondents' demographic characteristics and perceptions regarding digital tax administration and tax compliance. Structural Equation Modeling (SEM) will be employed to examine the relationship between digital tax administration and tax compliance. The measurement model will be evaluated using reliability and validity tests, including Cronbach's Alpha, Composite Reliability (CR), Average Variance Extracted (AVE), and Confirmatory Factor Analysis (CFA), to ensure the consistency and robustness of the research instrument. Additional diagnostic tests, including multicollinearity assessment, common method bias analysis, and model fit indices such as the Comparative Fit Index (CFI), Tucker-Lewis Index (TLI), Root Mean Square Error of Approximation (RMSEA), and Standardized Root Mean Square Residual (SRMR), will also be conducted to validate the structural model.The study anticipates that digital tax administration will have a significant positive impact on tax compliance among Small and Medium Enterprises in Nigeria. The availability of electronic tax registration, online filing systems, digital payment platforms, automated tax reminders, and integrated taxpayer databases is expected to simplify tax compliance procedures, reduce administrative burdens, improve the accuracy of tax reporting, and minimize delays associated with manual tax administration. Digital tax administration is also expected to improve transparency, reduce opportunities for tax evasion and corruption, strengthen tax monitoring, facilitate real-time verification of tax information, and enhance communication between tax authorities and taxpayers. Consequently, SMEs utilizing digital tax administration platforms are expected to demonstrate higher levels of voluntary tax compliance, timely tax filing, accurate tax reporting, prompt tax payment, and overall adherence to tax regulations. Improved tax compliance is also anticipated to enhance government revenue generation, promote fiscal sustainability, and strengthen public confidence in Nigeria's tax administration system.This study is expected to make significant theoretical and empirical contributions to the literature on taxation, accounting, public finance, financial technology, and digital governance by providing robust evidence on the relationship between digital tax administration and tax compliance among Small and Medium Enterprises in Nigeria. Unlike previous studies that focused primarily on conventional tax administration or general determinants of tax compliance, this research specifically examines the effectiveness of digital tax administration as a strategic tool for improving taxpayer compliance within the SME sector. The findings will provide valuable insights for the Federal Inland Revenue Service (FIRS), State Internal Revenue Services, the Federal Ministry of Finance, policymakers, tax administrators, professional accounting bodies, SME development agencies, financial technology providers, business associations, and researchers regarding the importance of strengthening digital tax infrastructure and expanding taxpayer education. The study will also provide evidence-based recommendations for improving digital tax platforms, enhancing digital literacy, strengthening cybersecurity frameworks, simplifying electronic tax procedures, expanding internet accessibility, and promoting greater adoption of digital tax services to improve tax compliance, increase government revenue, and support sustainable economic development in Nigeria.
