Effect of Cyber Insurance Exclusion Structures on Expected Loss Estimates
Abstract
Cyber insurance exclusion structures refer to specific risks, events, circumstances, or types of cyber-related losses that are excluded from coverage under a cyber insurance policy. Exclusions can determine the extent of financial protection provided to policyholders and the range of losses for which insurers may be responsible. Changes in exclusion structures may therefore influence the level of expected losses included in cyber insurance claims and the resulting actuarial loss estimates. This study will examine the effect of cyber insurance exclusion structures on expected loss estimates. It will assess how variations in policy exclusions influence the amount of cyber-related losses expected to be covered by insurers. The study will also compare expected loss estimates under alternative exclusion structures and determine how changes in covered and excluded risks affect the financial exposure of cyber insurers. The study will focus on cyber insurance exclusion structures, expected loss estimates, cyber insurance claims, cyber risks, policy exclusions, covered losses, claim frequency, claim severity, data breaches, ransomware incidents, cyberattacks, insurance liabilities, loss modelling, and actuarial pricing. Relevant cyber insurance policy and claims data will be examined to identify patterns in excluded and covered losses and their relationship with expected insurance costs. Actuarial and statistical techniques will be used to estimate expected losses under different exclusion assumptions. A quantitative research approach will be adopted for the study. Historical cyber insurance data, including policy exclusions, claim frequencies, claim amounts, incident types, coverage limits, loss amounts, and exposure periods, will be analysed. Descriptive statistics, frequency and severity analysis, comparative analysis, correlation analysis, regression analysis, and sensitivity analysis will be used to evaluate the effect of alternative exclusion structures on expected loss estimates. The study is expected to reveal that cyber insurance exclusion structures may significantly influence expected loss estimates. Broader exclusions may reduce the range of losses included in an insurer’s expected claims, while narrower exclusions may increase the number of covered cyber-related losses and potentially raise expected loss estimates. The magnitude of the effect may depend on the types of cyber incidents excluded, claim frequency, claim severity, policy coverage limits, incident characteristics, and historical loss experience. The study will be useful to actuaries, cyber insurers, underwriters, risk managers, cybersecurity professionals, claims managers, pricing analysts, regulators, and researchers. It may provide useful information for evaluating policy exclusions, estimating expected losses, assessing cyber risk exposure, developing appropriate premiums, and improving cyber insurance product design. The findings may also assist insurers in understanding how exclusion provisions influence their potential claims liabilities. The study concludes that cyber insurance exclusion structures are important considerations in estimating expected insurance losses because they determine which cyber-related events and financial consequences fall within the insurer’s coverage obligations. It is therefore recommended that insurers regularly review exclusion provisions against emerging cyber risks and historical claims experience, incorporate appropriate exclusion assumptions into actuarial models, and conduct sensitivity analysis to support reliable loss estimation and sustainable cyber insurance pricing.
