Abstract
The risk adjustment for non-financial risk is an important component of insurance contract measurement under IFRS 17 because it reflects the compensation an insurer requires for bearing uncertainty arising from non-financial risks. Confidence intervals can be used as a basis for determining the level of risk adjustment associated with insurance contracts. Changes in the selected confidence interval may therefore influence the amount of risk adjustment and, consequently, the measurement of insurance contract liabilities. This study will examine the effect of risk adjustment confidence intervals on insurance liability measurement. It will assess how different confidence interval levels influence the estimated risk adjustment and the resulting value of insurance contract liabilities. The study will also examine differences in liability measurements under alternative confidence interval assumptions and determine the extent to which changes in confidence levels affect actuarial valuation outcomes. The study will focus on risk adjustment, confidence intervals, insurance liability measurement, IFRS 17, non-financial risk, insurance contract liabilities, probability distributions, claims uncertainty, fulfilment cash flows, and actuarial valuation. Statistical and actuarial techniques will be applied to estimate the distribution of potential insurance cash flow outcomes and determine the risk adjustment associated with different confidence interval levels. A quantitative research approach will be adopted for the study. Higher confidence intervals may result in larger risk adjustments and consequently higher measured insurance liabilities, while lower confidence intervals may produce smaller risk adjustments. The magnitude of the effect may depend on claims variability, the level of non-financial risk, the underlying probability distribution, portfolio characteristics, and the range of possible future cash flow outcomes. The study will be useful to actuaries, insurance companies, accountants, financial reporting specialists, valuation professionals, regulators, auditors, and researchers. It may provide useful information for assessing the sensitivity of insurance liabilities to confidence interval assumptions, improving IFRS 17 measurement practices, strengthening risk adjustment calculations, and supporting consistent actuarial reporting. The study concludes that the selection of risk adjustment confidence intervals is an important consideration in insurance liability measurement because different confidence levels can produce different estimates of risk adjustment and total insurance obligations. It is therefore recommended that insurers select confidence intervals that appropriately reflect the uncertainty associated with their insurance portfolios and conduct regular sensitivity analysis to assess the effect of confidence-level assumptions on liability measurement.
