Effect of Adult Education on Adults’ Ability to Interpret Public Notices

Abstract

The ability to interpret public notices is an important functional skill because it enables adults to understand information about public services, community activities, regulations, deadlines, and other matters that may affect their daily lives. Adult education provides learners with literacy and comprehension skills that can strengthen their ability to understand different forms of written information. However, some adults may experience difficulties interpreting notices because of unfamiliar language, abbreviated information, formal expressions, or poorly understood instructions. This study therefore aims to examine the effect of adult education on adults’ ability to interpret public notices. Adult education exposes learners to reading and comprehension activities that can improve their ability to identify important information from written materials. Through guided exercises, learners can practise recognizing headings, dates, locations, instructions, warnings, requirements, and other relevant details contained in public notices. They may also learn to examine the purpose and meaning of a notice and determine the actions expected from readers. These learning experiences can help adults approach public information more systematically. The ability to interpret public notices refers to the capacity to read, understand, and derive the intended meaning from notices issued by public institutions, community organizations, and other relevant bodies. Effective interpretation involves identifying the main message, understanding specific details, recognizing requirements or instructions, and determining relevant actions or deadlines. Adult education is expected to influence this ability by strengthening learners’ reading, comprehension, and information-processing skills. The study will adopt a quasi-experimental research design. The population will consist of adult learners enrolled in selected adult education programmes, from which an appropriate sample will be selected. Data will be collected using a public-notice interpretation assessment administered before and after exposure to relevant adult education activities. The data obtained will be analysed using appropriate descriptive and inferential statistical techniques to determine the effect of adult education on adults’ ability to interpret public notices. The study is expected to establish that adult learners exposed to adult education demonstrate improved ability to interpret public notices compared with their performance before the intervention. The findings are expected to show improvements in identifying key information, understanding instructions, recognizing important dates and requirements, and determining the intended meaning of different notices. This would suggest that adult education can contribute to improved understanding of practical written information encountered in everyday life. The findings will have implications for teaching and learning in adult education programmes. Adult education instructors may incorporate authentic or appropriately designed public notices into reading and comprehension activities. Learners can be given opportunities to identify important details, explain the meaning of notices, and determine appropriate responses to the information presented. Such activities may make learning more practical and relevant to adults’ everyday information needs. Adult learners, adult education instructors, programme coordinators, curriculum developers, and educational administrators are expected to benefit from the findings. Adult learners may become more capable of understanding important public information, while instructors may gain practical approaches for developing functional reading and interpretation skills. Programme coordinators and curriculum developers may also use the findings to strengthen functional literacy components within adult education programmes. The study recommends that adult education programmes should incorporate practical exercises involving the interpretation of public notices and similar everyday written materials. Instructors should guide learners in identifying key messages, dates, instructions, requirements, and other relevant information contained in notices. It is concluded that adult education can play an important role in improving adults’ ability to interpret public notices and strengthen their ability to understand useful information encountered in everyday life.
