Effect of Adult Education on Adults’ Knowledge of Basic Land-Use Regulations

Abstract

Basic land-use regulations are rules and requirements that guide how land is allocated, developed, occupied, and used for different purposes within a community. Adult Education can provide adults with relevant knowledge that enables them to understand basic requirements governing land use and development. This study will examine the effect of Adult Education on adults’ knowledge of basic land-use regulations, focusing on land-use classifications, permitted activities, development requirements, planning restrictions, and the importance of obtaining appropriate approvals. The study is motivated by the need to improve adults’ awareness of land-use requirements and promote more informed and responsible decisions concerning land and property development. Adult Education provides opportunities for adults to acquire practical knowledge through discussions, illustrations, community learning activities, case examples, and problem-solving exercises. In relation to land-use regulations, learning activities can introduce adults to different categories of land use and explain the basic requirements associated with residential, commercial, agricultural, institutional, and other uses. Adults can learn why land-use controls are established and how planning requirements may affect the development and use of land. Practical learning can make regulatory concepts easier to understand and relate them to situations encountered within communities. Adults’ knowledge of basic land-use regulations refers to their understanding of the rules, classifications, requirements, and restrictions that guide the use and development of land. Adequate knowledge can help adults identify appropriate land uses, understand basic development restrictions, and recognize the importance of complying with relevant planning requirements. Adult Education can strengthen this knowledge through simple explanations, visual illustrations, practical examples, and discussions of common land-use situations. Improved knowledge may therefore enable adults to make more informed decisions when acquiring, developing, occupying, or using land. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected Adult Education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure participants’ knowledge of basic land-use regulations. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of Adult Education on adults’ knowledge of basic land-use regulations. The study is expected to establish that participation in Adult Education programmes has a positive effect on adults’ knowledge of basic land-use regulations. Adults exposed to relevant educational activities are expected to demonstrate improved understanding of land-use classifications, permitted activities, development restrictions, planning requirements, and the importance of obtaining appropriate approvals. The study may further establish that practical examples, illustrations, and community-based learning activities are effective approaches for helping adults understand land-use regulations and appreciate the importance of compliance. The study is expected to have implications for Adult Education practitioners, community educators, housing educators, planning professionals, and organisations involved in community development. Adult Education programmes may incorporate simplified explanations of land-use regulations, visual land-use illustrations, case examples, and discussions of common development situations. These approaches can make regulatory information more accessible and help adults understand their responsibilities when making decisions concerning land acquisition, development, occupation, and use. The study will be significant to adults, landowners, prospective property developers, tenants, Adult Education practitioners, community organisations, and other stakeholders concerned with responsible land development. It is expected to recommend the integration of basic land-use regulation education into relevant Adult Education and community development programmes, with emphasis on practical examples and accessible learning materials. The study will conclude that appropriate Adult Education can improve adults’ knowledge of basic land-use regulations and contribute to more informed and responsible decisions concerning the use and development of land.
