Effect of Adult Learning on Adults’ Ability to Complete Official Application Forms
Abstract
Adult learning provides opportunities for individuals to acquire practical knowledge and skills that can support effective participation in social, economic, and administrative activities. One important practical skill is the ability to complete official application forms accurately, as adults may encounter forms when applying for public services, employment opportunities, educational programmes, financial assistance, licences, registrations, and other services. Difficulties in understanding instructions, identifying required information, and providing accurate responses may prevent some adults from completing forms correctly. This study will examine the effect of adult learning on adults’ ability to complete official application forms. The study is designed to determine whether participation in adult learning activities can improve adults’ understanding and practical application of information required when completing official forms. Adult learning can expose participants to practical activities involving reading instructions, identifying relevant information, interpreting questions, and entering information into appropriate sections of different forms. Learning activities may include demonstrations, guided exercises, sample forms, group discussions, and supervised completion tasks. Through repeated practice, adults can develop familiarity with common sections such as personal information, contact details, educational or occupational information, declarations, dates, signatures, and supporting information. Adult learning can therefore provide a structured environment in which participants develop confidence and accuracy when handling administrative documents. Adults’ ability to complete official application forms refers to their capacity to understand form instructions, identify information required, provide appropriate responses, and complete relevant sections accurately and systematically. This ability is important because errors, omissions, or misunderstanding of instructions may result in delays, rejected applications, or the need to repeat administrative procedures. Adult learning may strengthen this ability by improving participants’ reading comprehension, practical information-processing skills, attention to detail, and familiarity with common administrative terminology. The study will therefore examine whether exposure to adult learning activities is associated with improved performance in completing official application forms. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected Adult Education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and a practical assessment involving the completion of selected official-style application forms. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of adult learning on adults’ ability to complete official application forms. The study is expected to establish that adult learning has a positive effect on adults’ ability to complete official application forms. It is anticipated that adults who participate in structured learning activities and practical form-completion exercises will demonstrate greater accuracy in interpreting instructions, entering required information, completing relevant sections, and identifying important details. The study may also reveal that repeated practice and guided feedback are useful in reducing common difficulties associated with incomplete responses, misplaced information, and misunderstanding of administrative terminology. The findings will have implications for Adult Education practitioners and programme facilitators who seek to develop practical literacy and functional skills among adult learners. Adult learning programmes may incorporate realistic form-completion exercises, guided demonstrations, document-reading activities, and practical problem-solving tasks to help participants apply their learning to everyday administrative situations. Such activities can make learning more relevant and provide adults with opportunities to practise skills that are useful when interacting with institutions and accessing services. The study will be significant to adult learners, households, Adult Education practitioners, community organizations, service providers, and institutions that require members of the public to complete application forms. Based on the expected findings, it will be recommended that Adult Education programmes incorporate practical activities that develop adults’ ability to interpret and complete common official forms accurately. The study will conclude that adult learning can contribute to improved functional skills and greater confidence in handling administrative documentation and application procedures.
