Abstract
Community education provides opportunities for adults to acquire practical knowledge about institutions, services, and activities that directly affect their everyday lives. Local governments perform important functions within communities, including the provision and maintenance of basic services, environmental sanitation, local infrastructure, markets, community facilities, and other responsibilities assigned to them. However, some adults may have limited knowledge of the specific functions performed by local government authorities and may therefore find it difficult to understand their responsibilities or identify appropriate channels for seeking assistance. This study will examine the effect of community education on adults’ knowledge of local government service functions. The study will determine whether participation in community-based educational activities can improve adults’ understanding of the responsibilities and service functions of local government authorities. Community education can provide adults with accessible opportunities to learn about local government structures, responsibilities, programmes, and service-delivery activities. Learning activities may include community meetings, information sessions, group discussions, civic education workshops, and the use of locally relevant information materials. Through these activities, adults can learn to identify different local government functions, understand the relationship between local authorities and community members, and distinguish between services provided at different levels of government. Community education can also create opportunities for adults to ask questions, discuss local experiences, and clarify misconceptions about government responsibilities. Adults’ knowledge of local government service functions refers to their ability to identify and explain the responsibilities performed by local government authorities and recognize the types of services and activities associated with local administration. This knowledge is important because adults who understand local government functions may be better able to identify responsible authorities, seek appropriate information, communicate service concerns, and participate meaningfully in community affairs. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected community education programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure adults’ understanding of local government service functions. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the effect of community education on adults’ knowledge of local government service functions. The study is expected to establish that community education has a positive effect on adults’ knowledge of local government service functions. It is anticipated that adults who participate in structured community education activities will demonstrate improved ability to identify local government responsibilities, distinguish relevant service functions, and explain the roles of local authorities in community development and service delivery. The study may also establish that discussions, practical examples, community information sessions, and opportunities for questions and clarification can improve adults’ understanding of local government responsibilities. The findings will have implications for Adult Education practitioners, community educators, local government information officers, civic organizations, and community development stakeholders. Community education programmes may incorporate practical information about local government responsibilities and use examples of services that adults encounter in their communities. Participatory discussions, community meetings, information materials, and question-and-answer activities can help make learning more relevant and understandable. Such approaches may strengthen adults’ knowledge and enable them to interact more effectively with local government institutions. The study will be significant to adult learners, community members, Adult Education practitioners, local government authorities, community organizations, and policymakers by providing information on the role of community education in improving knowledge of local government service functions. Based on the expected findings, it will be recommended that community education programmes provide regular and accessible information about local government responsibilities, service functions, and appropriate channels for obtaining assistance. The study will conclude that community education can contribute meaningfully to improving adults’ knowledge of local government functions and strengthening informed participation in community affairs.
