Impact of Community Learning Programmes on Adults’ Knowledge of Public Utility Services

Abstract

Community learning programmes provide accessible opportunities through which adults can acquire practical knowledge needed to understand and use essential services within their communities. Public utility services such as electricity, water supply, waste management, sanitation, and public transportation are important to household wellbeing and community development, yet many adults may have inadequate knowledge of how these services operate, how to access them, and where to report service-related problems. This study will examine the impact of community learning programmes on adults’ knowledge of public utility services. The study is intended to determine whether participation in structured community-based learning activities can improve adults’ understanding of available utility services, service procedures, user responsibilities, and channels for obtaining assistance. Community learning programmes may involve community workshops, discussion sessions, information-sharing activities, practical demonstrations, and learning sessions organized around issues that directly affect adults’ daily lives. Through these activities, participants can receive understandable information about the purpose and functions of different public utility services, eligibility or access procedures, payment and usage requirements, complaint mechanisms, and appropriate channels for seeking information. Community-based learning can also encourage participants to share experiences and clarify misconceptions about utility services. These features make such programmes potentially useful for improving practical knowledge beyond what adults may obtain through informal sources. Adults’ knowledge of public utility services refers to their ability to identify available services, understand their functions, recognize basic access requirements, and know appropriate procedures for using or reporting problems associated with those services. Adequate knowledge can enable adults to make informed decisions, communicate effectively with service providers, follow relevant procedures, and seek appropriate assistance when difficulties occur. Community learning programmes may therefore provide a structured avenue for improving this knowledge by presenting service-related information in practical, understandable, and locally relevant forms. The study will specifically consider whether greater exposure to community learning activities is associated with improved knowledge of public utility services among participating adults. The study will adopt a suitable descriptive survey research design. The population will comprise adults participating in selected community learning programmes, from which an appropriate sample will be selected using a suitable sampling procedure. Data will be collected through a structured questionnaire and an appropriate knowledge assessment designed to measure participants’ understanding of public utility services. The research instruments will be subjected to appropriate validation procedures, while their reliability will be established before administration. Data collected will be analysed using relevant descriptive and inferential statistical techniques to determine the impact of community learning programmes on adults’ knowledge of public utility services. The study is expected to establish that participation in community learning programmes contributes positively to adults’ knowledge of public utility services. It is anticipated that adults who receive structured information and participate actively in community learning activities will demonstrate better understanding of available utility services, access procedures, user responsibilities, complaint channels, and sources of service information. The study may further indicate that practical discussions, demonstrations, question-and-answer sessions, and experience-sharing activities are useful for helping adults connect service information with situations encountered in their everyday lives. The findings will have implications for Adult Education practitioners, community educators, local organizations, and other stakeholders involved in community learning. Adult Education practitioners may use the findings to develop practical learning activities that address common gaps in adults’ knowledge of public utility services. Community learning programmes can incorporate real-life examples, service information materials, demonstrations, and problem-solving discussions to make learning more relevant to participants. Such approaches may strengthen adults’ ability to understand service procedures, interact appropriately with utility providers, and respond more effectively to service-related challenges. The study will be significant to adults, households, community organizations, public utility providers, Adult Education practitioners, and policymakers by providing useful information on the role of community learning in improving practical knowledge of essential public services. Based on the expected findings, it will be recommended that community learning programmes include relevant and regularly updated information on public utility services and provide opportunities for adults to ask questions and practise applying the information received. The study will conclude that community-based learning can serve as an important avenue for strengthening adults’ practical knowledge and supporting more informed engagement with public utility services.
