Assessment of Agricultural Extension Agents’ Training Needs in Rural Development

Abstract

Agricultural extension agents play an important role in rural development by providing farmers and rural communities with agricultural information, technical advice, training, and support for improving livelihoods and productive activities. The effectiveness of extension services depends partly on the knowledge, skills, and competencies of extension agents. Regular assessment of their training needs is therefore important for identifying areas where additional capacity development is required to improve their performance in supporting rural development. This study will assess the training needs of agricultural extension agents in rural development. The study will identify the knowledge and skills that extension agents require for effective rural development activities, assess their existing competencies, and determine areas where additional training is needed. It will also examine the extent to which current training opportunities address the practical responsibilities and challenges faced by extension agents in rural communities. The study will focus on training needs relating to participatory rural development, community mobilisation, rural livelihood improvement, agricultural entrepreneurship, leadership, communication, project management, digital agricultural information, climate-smart agriculture, natural resource management, gender-responsive extension, youth engagement, group facilitation, and community-based development planning. It will also assess agents’ perceived training needs in areas such as needs assessment, problem identification, programme implementation, monitoring, evaluation, and stakeholder collaboration. A quantitative research approach will be adopted for the study. Data will be collected from agricultural extension agents using structured questionnaires designed to assess their existing knowledge, skills, work responsibilities, previous training experiences, and perceived training needs. The data will be analysed using frequencies, percentages, means, standard deviations, and other appropriate statistical techniques to identify priority training areas and variations in training needs among extension agents. The study is expected to reveal varying levels of training needs among agricultural extension agents in different areas of rural development. Agents may demonstrate adequate competencies in some conventional extension activities while requiring additional training in emerging areas such as digital extension, participatory development, climate-smart agriculture, rural enterprise development, community mobilisation, and project management. Differences in work responsibilities, experience, access to previous training, and rural development assignments may also contribute to variations in identified training needs. The study will be useful to agricultural extension agents, extension management authorities, agricultural development agencies, rural development organisations, farmers’ associations, government agencies, non-governmental organisations, policymakers, and agricultural researchers. The findings may provide useful information for designing relevant capacity-building programmes, allocating training resources, improving extension performance, and strengthening the contribution of agricultural extension services to sustainable rural development. The study concludes that systematic assessment of agricultural extension agents’ training needs is important for improving their capacity to respond effectively to changing rural development challenges. It is therefore recommended that extension management authorities conduct regular training-needs assessments and develop practical capacity-building programmes based on identified gaps. Training should combine workshops, field demonstrations, practical exercises, digital learning, and community-based activities to strengthen the knowledge and skills required for effective rural development.
