Assessment of Accessible Circulation Routes in Institutional Buildings
Abstract
Accessible circulation routes are essential for ensuring that institutional buildings can be used safely, independently, and comfortably by people with different physical abilities. Institutional facilities such as universities, schools, hospitals, government offices, and public administrative buildings accommodate diverse users, including persons with disabilities, elderly people, and individuals with temporary mobility limitations. Inadequate circulation routes can create physical barriers, restrict movement, increase dependence on assistance, and reduce the overall usability of buildings. Assessing accessibility within circulation systems is therefore important for promoting inclusive and equitable institutional environments. This study assesses accessible circulation routes in institutional buildings, focusing on the physical features that influence movement and accessibility throughout building environments. It examines entrances, corridors, ramps, stairways, lifts, doorways, walkways, floor surfaces, handrails, turning spaces, and connections between major functional areas. The study also considers the continuity, width, gradient, surface condition, signage, and spatial organization of circulation routes and evaluates their suitability for users with varying mobility requirements. Effective accessible circulation requires routes that provide clear, unobstructed, and convenient connections between building entrances, activity spaces, sanitary facilities, vertical circulation systems, and emergency exits. Appropriate ramp gradients, adequate corridor widths, accessible doorways, suitable floor surfaces, and properly positioned handrails can improve independent movement. The study therefore examines how the design and arrangement of circulation elements influence the ability of users to navigate institutional buildings safely and efficiently. Wayfinding and user safety are also important considerations in accessible circulation. Clear signage, visual information, adequate lighting, contrasting surfaces, and logical spatial organization can assist users in identifying routes and destinations. Circulation routes should also minimize unnecessary changes in level and provide appropriate alternatives where stairs constitute a barrier. The study considers how these features interact to support inclusive movement and improve the overall user experience within institutional facilities. Despite the importance of accessible circulation, institutional buildings may contain barriers resulting from inadequate design, aging infrastructure, limited maintenance, poor signage, inappropriate alterations, and insufficient consideration of universal design principles. Retrofitting existing buildings can also be challenging because of structural limitations, restricted space, and financial constraints. Addressing these issues requires systematic accessibility assessments, appropriate design interventions, effective maintenance, compliance with accessibility standards, and greater awareness among building professionals and facility managers. The study concludes that accessible circulation routes are fundamental to the usability, inclusiveness, and safety of institutional buildings. Providing continuous and appropriately designed circulation systems can improve independent movement, reduce physical barriers, and enhance access for diverse building users. The findings are expected to provide useful guidance for architects, engineers, facility managers, institutional administrators, and policymakers in assessing existing circulation systems and developing more accessible institutional environments.
