Assessment of Fire Safety Provisions in High-Rise Residential Buildings
Abstract
Fire safety is a critical consideration in high-rise residential buildings because the height, population density, and complex internal organization of such buildings can make fire detection, evacuation, and emergency response more challenging. Residents may face increased risks when escape routes are inadequate, fire protection systems are poorly maintained, or emergency information is unclear. Effective fire safety provisions are therefore essential for protecting occupants, reducing property damage, and supporting rapid emergency response. This study assesses fire safety provisions in high-rise residential buildings, with emphasis on prevention, detection, suppression, evacuation, and emergency access. The study examines the availability and condition of key fire safety features within selected high-rise residential buildings. These include fire detection and alarm systems, fire extinguishers, sprinklers, fire doors, protected staircases, emergency lighting, smoke-control systems, fire-rated construction, emergency exits, and fire-service access. The research evaluates the adequacy, accessibility, visibility, and maintenance of these provisions in relation to building characteristics and occupancy patterns. Attention is also given to the distribution of fire safety facilities across different floors and common areas. Particular emphasis is placed on emergency evacuation systems and the effectiveness of escape routes. Staircase locations, corridor arrangements, exit widths, travel distances, emergency signage, assembly areas, and the availability of alternative escape routes are examined. The study considers whether occupants can identify and reach safe exits quickly during an emergency. Accessibility for elderly residents, children, and persons with disabilities is also considered because different users may experience evacuation challenges. The research further examines the relationship between building design and fire safety performance. Factors such as floor layout, compartmentation, vertical openings, service shafts, façade materials, ventilation systems, and the arrangement of residential units can influence the spread of fire and smoke. The study considers how appropriate architectural planning and fire-resistant construction can limit fire propagation and support occupant protection. The integration of passive and active fire protection measures is assessed as part of a comprehensive fire safety approach. Maintenance, management, and occupant awareness are also considered important components of fire safety. Even when appropriate systems are installed, inadequate inspection, damaged equipment, blocked escape routes, locked exits, poor signage, or limited emergency training can reduce their effectiveness. The study examines the condition and management of fire safety provisions and considers the importance of regular inspections, emergency drills, resident education, and clear building management procedures. The study aims to assess the adequacy of fire safety provisions in high-rise residential buildings and identify architectural, technical, and management strategies for improving occupant safety. The findings are expected to provide useful guidance for architects, building managers, developers, fire-safety professionals, and regulatory authorities in evaluating and improving fire protection measures. Effective integration of fire-resistant design, reliable detection and suppression systems, accessible escape routes, maintenance, and occupant preparedness can contribute to safer high-rise residential environments.
