Assessment of Functional Efficiency in Public Building Design
Abstract
Functional efficiency is a fundamental consideration in public building design because buildings must accommodate diverse activities, users, and operational requirements effectively. Public buildings such as government offices, educational facilities, healthcare institutions, cultural centres, and community facilities often experience high levels of occupancy and complex patterns of movement. Poorly organized spaces can result in circulation problems, underutilized areas, overcrowding, and difficulties in accessing essential facilities. This study assesses functional efficiency in public building design, with emphasis on spatial organization, circulation, accessibility, and the relationship between building spaces and their intended functions. The study examines the functional characteristics of selected public buildings by evaluating spatial layout, room sizes, adjacency relationships, circulation routes, entrances, service areas, and activity zones. The research considers whether individual spaces are appropriately positioned and sized to support their intended activities. Attention is also given to the relationship between primary and secondary spaces, including reception areas, offices, waiting spaces, corridors, staircases, sanitary facilities, and service zones. These factors are assessed to determine how effectively the building supports its users and operational requirements. Particular attention is given to circulation efficiency and movement patterns within public buildings. The study examines the clarity of pedestrian routes, distances between frequently used spaces, vertical and horizontal circulation, entrance locations, and potential points of congestion. Wayfinding elements such as signage, visual connections, spatial hierarchy, and landmarks are also considered. Efficient circulation can reduce unnecessary movement, improve accessibility, and support smoother interaction between users and different functional areas. The research further assesses the flexibility and adaptability of public building spaces. Changes in user requirements, technology, occupancy patterns, and institutional activities may require spaces to accommodate different functions over time. The study therefore examines the potential for spaces to be reconfigured, subdivided, expanded, or repurposed without significant disruption to building operations. Service access, maintenance requirements, storage provision, and the relationship between public and restricted areas are also considered as components of functional performance. Accessibility and user diversity are important aspects of functional efficiency in public buildings. The research evaluates the ease with which different categories of users can access and navigate building spaces, including elderly persons and persons with disabilities. Entrances, ramps, elevators, corridors, sanitary facilities, waiting areas, and other facilities are examined in relation to inclusive access. The study also considers how environmental factors such as daylight, ventilation, acoustics, and spatial comfort can influence the functional experience of building occupants. The study aims to assess the functional efficiency of public building design and identify spatial and architectural strategies for improving building performance. The findings are expected to provide useful guidance for architects, planners, facility managers, and public-sector developers in creating buildings that respond effectively to user needs and operational requirements. Improved spatial organization, circulation, accessibility, flexibility, and service integration can contribute to more efficient, inclusive, adaptable, and user-centred public buildings.
