Assessment of Internal Waiting Spaces in Government Offices

Abstract

Internal waiting spaces are important components of government offices because they accommodate visitors and service users while they await appointments, information, documentation, or administrative services. The design and organization of these spaces can influence comfort, privacy, accessibility, circulation, and the overall experience of interacting with government institutions. Poorly planned waiting areas may result in overcrowding, uncomfortable seating, excessive noise, and conflicts between waiting and circulation activities. Assessing internal waiting spaces is therefore important for improving the functionality and user responsiveness of government offices. This study assesses the architectural and functional characteristics of internal waiting spaces in government offices. Key factors examined include seating capacity, spatial size, furniture arrangement, circulation, accessibility, visibility of service points, signage, lighting, ventilation, and relationship with reception and service areas. The study evaluates whether waiting spaces adequately accommodate users during normal and peak periods. Attention is also given to the spatial separation of different user groups and the relationship between waiting areas and private administrative functions. The research further examines how spatial organization affects user comfort and service accessibility. Appropriate seating arrangements can facilitate orderly waiting while maintaining adequate circulation and personal space. Clear visual connections between waiting areas, reception desks, service counters, and circulation routes can help users understand where to proceed when their service is available. The provision of appropriate signage and information displays is also considered in relation to reducing confusion and improving wayfinding within government offices. In addition, the study considers environmental conditions that influence the quality of internal waiting spaces. Natural and artificial lighting, ventilation, thermal comfort, acoustic conditions, seating ergonomics, and visual privacy are examined as important factors affecting the waiting experience. Accessibility features such as step-free routes, adequate circulation widths, appropriate seating, and accessible service points are also considered to accommodate elderly users and persons with disabilities. These factors contribute to the overall inclusiveness of government office environments. Despite their importance, internal waiting spaces in government offices may experience inadequate seating, poor ventilation, limited circulation, insufficient privacy, excessive noise, and weak connections to service areas. Such conditions can increase discomfort and negatively affect users' experience of public services. The study therefore emphasizes the need for adequate capacity, efficient spatial organization, environmental comfort, accessibility, clear wayfinding, and appropriate separation between public and administrative areas. The study aims to assess the adequacy and functionality of internal waiting spaces in government offices and identify architectural factors that can improve their performance. The findings are expected to provide useful guidance for architects, government agencies, facility managers, and planners in creating waiting environments that are comfortable, accessible, organized, and responsive to user needs. Improved internal waiting spaces can contribute to more efficient service environments and a more positive experience for users of government facilities.
