Assessment of Farmers’ Knowledge of Agricultural Programme Evaluation Techniques

Abstract

Agricultural programmes are implemented to improve farmers’ knowledge, skills, productivity, resource use, and overall agricultural development. Programme evaluation is important for determining whether agricultural interventions are achieving their intended objectives and providing useful information for improving future programmes. Farmers’ knowledge of programme evaluation techniques can enable them to participate more effectively in assessing agricultural activities, identifying programme outcomes, and providing relevant feedback to extension organizations and development agencies. This study will assess farmers’ knowledge of agricultural programme evaluation techniques. The study will determine farmers’ level of knowledge of basic evaluation concepts, identify the evaluation techniques known and used by farmers, and assess their understanding of how agricultural programmes can be assessed based on objectives, activities, outputs, outcomes, and results. It will also examine farmers’ knowledge of data collection and feedback procedures used in evaluating agricultural programmes. The study will focus on farmers’ knowledge of agricultural programme evaluation, evaluation objectives, programme indicators, baseline information, needs assessment, outcome assessment, impact assessment, data collection, questionnaires, interviews, observation, record keeping, beneficiary feedback, programme monitoring, evaluation reporting, and assessment of programme outcomes. Information will be obtained from farmers who have participated in agricultural development or extension programmes to determine their understanding of programme evaluation techniques. A quantitative research approach will be adopted for the study. Data will be collected from selected farmers using structured questionnaires and appropriate assessment instruments. Descriptive statistics such as frequency distributions, percentages, means, and standard deviations will be used to summarize farmers’ knowledge levels. Knowledge scores will be developed to assess the extent of farmers’ understanding of agricultural programme evaluation techniques, while relevant inferential statistical methods may be used to examine associations between farmers’ characteristics and their level of evaluation knowledge. The study is expected to reveal varying levels of knowledge among farmers regarding agricultural programme evaluation techniques. Some farmers may demonstrate adequate knowledge of basic programme objectives, feedback, observation, and outcome assessment, while others may have limited understanding of indicators, baseline assessment, impact evaluation, and systematic data collection. The study may also identify specific areas of evaluation where farmers require additional education and practical guidance. The study will be useful to farmers, agricultural extension agents, agricultural development agencies, researchers, non-governmental organizations, agricultural cooperatives, and policymakers. It may provide information for developing farmer-oriented education programmes that improve participation in agricultural programme monitoring and evaluation. The findings may also assist extension organizations and development agencies in strengthening mechanisms for obtaining meaningful feedback from programme beneficiaries and improving the effectiveness of agricultural interventions. The study concludes that farmers’ knowledge of agricultural programme evaluation techniques is important for meaningful participation in assessing agricultural development interventions. It is therefore recommended that agricultural extension agencies and relevant development organizations provide farmers with practical training on programme objectives, indicators, data collection, outcome assessment, feedback mechanisms, and evaluation reporting. Greater farmer participation in evaluation activities may improve the quality of programme feedback and contribute to better planning and implementation of future agricultural programmes.
