Abstract
Accessibility for wheelchair users is an important aspect of inclusive public building design because public facilities should provide safe and convenient access to people with different mobility requirements. Buildings such as government offices, educational facilities, healthcare centres, commercial buildings, and cultural institutions serve diverse populations and should minimize physical barriers that restrict independent movement. Inadequate accessibility can limit participation, create dependence on assistance, and reduce the usability of public facilities. Assessing accessibility for wheelchair users is therefore essential for promoting inclusive and equitable built environments. This study assesses the accessibility of public buildings for wheelchair users, focusing on the physical design features that influence independent movement and building use. It examines entrances, ramps, corridors, doorways, circulation spaces, lifts, sanitary facilities, parking areas, and other essential building components. The assessment considers factors such as ramp gradients, doorway widths, turning spaces, surface conditions, level changes, handrails, signage, and the continuity of accessible routes between external and internal spaces. Effective wheelchair accessibility requires a continuous and unobstructed route from accessible parking and site entrances to major functional areas within a building. Appropriately designed ramps and entrances can overcome changes in level, while adequate circulation widths and turning spaces allow wheelchair users to move and manoeuvre comfortably. Accessible lifts and appropriately designed sanitary facilities are also important in multi-level public buildings. The study therefore considers how individual accessibility features function together as an integrated circulation system. User experience and safety are additional considerations in evaluating wheelchair accessibility. Poorly positioned furniture, uneven surfaces, narrow passageways, steep ramps, heavy doors, inadequate signage, and insufficient manoeuvring spaces can create difficulties even where basic accessibility features are provided. Regular maintenance is also necessary to ensure that accessible routes remain free from physical obstructions and that ramps, lifts, doors, and other facilities remain functional. The study therefore considers both design provision and operational conditions affecting wheelchair accessibility. Public buildings may face accessibility challenges due to outdated designs, inadequate compliance with accessibility requirements, limited space, poor maintenance, inappropriate building modifications, and insufficient awareness of inclusive design principles. Retrofitting existing facilities may also involve structural and financial constraints. Addressing these barriers requires systematic accessibility audits, user-informed design approaches, appropriate building modifications, effective maintenance, clear signage, and stronger consideration of universal design principles during the planning and renovation of public facilities. The study concludes that effective accessibility for wheelchair users depends on the integration of appropriately designed circulation routes, entrances, vertical access systems, sanitary facilities, and external spaces. Providing accessible features alone may not guarantee usability unless they are properly connected, maintained, and free from obstructions. The findings are expected to provide useful guidance for architects, engineers, facility managers, public authorities, and building owners in identifying accessibility barriers and improving public buildings for wheelchair users.
