Abstract
Building maintenance is essential for preserving the functionality, safety, comfort, and service life of facilities within public institutions. Despite the importance of regular maintenance, many public institutions experience persistent maintenance problems that affect building performance and the quality of services delivered to users. This study assesses the challenges associated with building maintenance in public institutions, focusing on the physical, managerial, financial, and operational factors that influence maintenance effectiveness. Key issues considered include inadequate maintenance funding, delayed repairs, insufficient inspection procedures, shortage of skilled maintenance personnel, poor maintenance planning, and ineffective management systems. The study seeks to identify the major barriers that prevent public institutions from maintaining their buildings in satisfactory condition. The research also examines the condition and performance of major building components and services. Roofs, walls, floors, doors, windows, plumbing systems, electrical installations, mechanical systems, sanitary facilities, and external spaces require regular inspection and maintenance to remain functional. Failure to address defects promptly may result in progressive deterioration, increased repair costs, disruption of institutional activities, and reduced building performance. Limited budgets may result in the prioritization of urgent repairs while routine preventive maintenance is neglected. Similarly, shortages of qualified technical personnel can reduce the institution's capacity to inspect building systems, identify defects, and implement appropriate maintenance measures. Addressing these challenges requires coordinated maintenance planning, adequate resource allocation, staff training, systematic inspections, and effective documentation. The study aims to provide a comprehensive assessment of building maintenance challenges within public institutions and identify strategies for improving maintenance management. Its findings are expected to assist institutional administrators, facility managers, architects, engineers, and relevant authorities in developing more effective maintenance policies and practices. Improved maintenance management can support longer building service life, better occupant comfort and safety, reduced deterioration, and more efficient use of public resources.
