Assessment of Public Space Quality in Urban Neighbourhoods

Abstract

Public spaces are important components of urban neighbourhoods because they provide opportunities for recreation, social interaction, movement, relaxation, and community activities. The quality of these spaces can significantly influence residents’ experiences, patterns of use, and perceptions of the neighbourhood environment. However, many urban neighbourhoods experience challenges such as inadequate facilities, poor maintenance, limited accessibility, insufficient landscaping, and weak environmental quality. Assessing public space quality is therefore essential for understanding how effectively these spaces meet the needs of urban residents. This study assesses the quality of public spaces within urban neighbourhoods by examining their physical, functional, environmental, and social characteristics. The assessment focuses on factors such as accessibility, pedestrian connectivity, seating provision, landscaping, cleanliness, lighting, safety, visual quality, and availability of recreational facilities. These characteristics are considered in relation to how frequently residents use public spaces and how satisfied they are with their overall experience. Particular attention is given to the physical organization and functionality of public spaces. The study examines the adequacy and arrangement of seating areas, pedestrian routes, activity zones, shade structures, landscape elements, and other supporting facilities. The relationship between spatial configuration and user behaviour is also considered, with emphasis on whether public spaces provide comfortable and convenient environments for different activities and user groups. The environmental quality of public spaces is further examined through factors such as thermal comfort, natural shade, vegetation, noise conditions, cleanliness, and visual character. Well-maintained vegetation and appropriately designed outdoor spaces can improve environmental comfort while contributing to the attractiveness of neighbourhoods. The study also considers safety and security features, including lighting, visibility, surveillance opportunities, and the condition of surrounding buildings and streets. The assessment recognizes that public space quality is influenced not only by physical design but also by maintenance practices, management, accessibility, and patterns of community use. Poor maintenance, damaged facilities, inadequate waste management, and limited management attention can reduce the functionality and attractiveness of public spaces. Differences in user needs and demographic characteristics are also considered in determining whether public spaces provide equitable opportunities for recreation, interaction, and everyday activities. The study aims to provide a comprehensive assessment of public space quality in urban neighbourhoods and identify key factors affecting user experience and utilization. Its findings are expected to support architects, urban planners, local authorities, and community stakeholders in improving the planning, design, management, and maintenance of neighbourhood public spaces. The study can contribute to the development of more accessible, attractive, functional, and socially responsive urban environments that enhance residents’ quality of life.
