Abstract
Emergency relief centres provide temporary support and essential services to individuals and communities affected by disasters, displacement, conflicts, epidemics, and other emergencies. These facilities may accommodate large numbers of people with diverse needs and must support activities such as registration, shelter, food distribution, healthcare, information management, counselling, and relief operations. Appropriate spatial planning is therefore essential to ensure that emergency relief centres remain functional, safe, accessible, and capable of responding effectively to rapidly changing conditions. This study assesses the spatial requirements of emergency relief centres, with emphasis on the provision, organization, capacity, and relationships of essential spaces. The assessment considers reception and registration areas, waiting spaces, temporary accommodation, food distribution areas, healthcare facilities, storage spaces, administrative offices, sanitation facilities, counselling areas, children's spaces, and staff facilities. It examines how these spaces can be arranged to support efficient service delivery and accommodate different categories of users. Particular attention is given to spatial zoning and circulation. Emergency relief centres require clear separation between public, operational, medical, storage, staff, and restricted areas to reduce conflicts and improve security. Well-planned entrances, circulation routes, waiting areas, service points, and emergency access routes can help manage large numbers of users while reducing congestion. The organization of spaces should also allow for controlled movement of supplies, staff, volunteers, and beneficiaries. The study further examines flexibility and adaptability as important spatial requirements. Emergency conditions can change rapidly, resulting in fluctuations in population, service demand, and operational activities. Multipurpose spaces, movable partitions, modular facilities, expandable accommodation, and adaptable service areas can enable relief centres to respond to changing requirements. Adequate storage and logistical areas are also necessary to support the efficient receipt, organization, and distribution of emergency supplies. Accessibility, privacy, health, safety, and environmental comfort are additional considerations in the assessment. Emergency relief centres should provide accessible routes and facilities for persons with disabilities, children, older persons, and other vulnerable groups. Adequate ventilation, lighting, sanitation, drainage, waste management, fire safety, and appropriate privacy provisions can contribute to healthier and more dignified emergency environments. The study concludes that effective spatial planning is fundamental to the operational performance and user experience of emergency relief centres. Appropriate zoning, flexible spaces, efficient circulation, adequate service areas, accessibility provisions, and environmental controls can improve the capacity of these facilities to respond to emergency needs. The findings are expected to provide useful guidance for architects, emergency planners, humanitarian organizations, government agencies, and policymakers involved in the planning, design, and management of emergency relief centres.
