The Influence of Building Maintenance on the Functional Performance of Public Buildings

Abstract

Building maintenance plays a critical role in preserving the functional performance of public buildings throughout their service life. Public facilities such as government offices, educational institutions, healthcare centres, and civic buildings are expected to provide safe, reliable, and efficient environments for large numbers of users. However, inadequate maintenance can result in deteriorating building components, malfunctioning services, reduced usability, and disruptions to normal activities. Understanding the influence of maintenance on functional performance is therefore important for ensuring that public buildings continue to meet their intended purposes. This study examines the influence of building maintenance on the functional performance of selected public buildings. It focuses on the condition and performance of major building components, including floors, walls, roofs, ceilings, doors, windows, circulation areas, sanitary facilities, electrical installations, plumbing systems, and mechanical services. The study considers how routine, preventive, and corrective maintenance activities affect the ability of these components and spaces to support the functional requirements of building users. The research assesses functional performance through factors such as space usability, accessibility, circulation efficiency, service reliability, safety, comfort, and suitability for intended activities. Poorly maintained building elements may restrict movement, reduce the usability of spaces, create safety hazards, or interfere with essential building operations. The study therefore examines the relationship between the physical condition of building components and the ability of occupants to use spaces effectively and conveniently. Maintenance practices and management procedures are also considered as important factors influencing functional performance. Maintenance schedules, inspection routines, response times, availability of technical personnel, record keeping, funding, and access to replacement materials can determine how quickly building defects are identified and addressed. Buildings that rely primarily on reactive maintenance may experience prolonged periods of reduced functionality, whereas planned preventive maintenance can help minimize deterioration and service interruptions. The influence of building age, intensity of use, occupancy levels, original construction quality, design characteristics, and accessibility of building services is also considered. Public buildings often experience high levels of daily use, which can accelerate the deterioration of finishes, fittings, equipment, and circulation spaces. Inadequate maintenance may consequently increase operational difficulties and reduce user satisfaction. A systematic approach to maintenance can help preserve functional efficiency, reduce costly repairs, and extend the useful life of building components. The study aims to assess the influence of building maintenance on the functional performance of public buildings and identify maintenance practices that can support sustained building functionality. The findings are expected to assist architects, facility managers, government institutions, building owners, and maintenance professionals in developing more effective maintenance strategies. The study may contribute to improved public-building management by emphasizing preventive maintenance, timely repairs, regular inspections, and performance-based maintenance planning to ensure that public facilities remain safe, usable, reliable, and fit for purpose.
