CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

Child abuse is a pervasive issue that significantly affects the well-being and development of children globally. In Nigeria, the problem of child abuse is critical, with various forms of abuse—physical, emotional, sexual, and neglect—reported frequently. According to the National Bureau of Statistics (2019), Nigeria has one of the highest rates of child abuse in Africa, which has sparked public outcry and raised concerns regarding the effectiveness of the welfare department in addressing these challenges. The welfare department, primarily responsible for safeguarding children and promoting their rights, plays a crucial role in identifying and responding to cases of abuse (Ogunshola, 2021).

The Nigerian government has established various policies and frameworks aimed at combating child abuse. The Child Rights Act of 2003, for instance, seeks to protect children from all forms of abuse and neglect (Okwor & Amah, 2021). However, despite these legislative measures, the implementation and enforcement of these laws remain fraught with challenges. One significant issue is the lack of adequate resources and training for welfare department staff, leading to inefficiencies in handling cases of child abuse (Adeyemi, 2019). Moreover, societal attitudes towards child abuse often perpetuate silence around the issue, making it difficult for victims to seek help (Olufunke & Samuel, 2020).

The welfare department’s effectiveness in handling cases of child abuse is influenced by multiple factors, including public awareness, inter-agency collaboration, and community involvement. Research indicates that effective intervention strategies must involve not only the welfare department but also schools, health services, and law enforcement agencies (Abdulkareem & Nwankwo, 2022). However, inadequate communication and coordination among stakeholders often hinder effective responses to abuse cases (Eze, 2023).

For instance, corporal punishment is still widely accepted as a form of discipline, leading to misconceptions about the severity of child abuse (Alao & Ijeoma, 2022). To effectively address child abuse, it is crucial to challenge these cultural norms and educate communities about children's rights and the long-term impacts of abuse on their development (Omoregie, 2023).

In recent years, there has been a growing recognition of the need for a more proactive approach to child protection in Nigeria. This includes advocacy for legislative reforms, community education, and increased funding for child welfare programs. Non-governmental organizations (NGOs) and international bodies have also stepped in to support the welfare department’s efforts in tackling child abuse (Ajayi & Olabisi, 2022). Nevertheless, the effectiveness of these interventions remains questionable, highlighting the need for a comprehensive assessment of the welfare department's role in handling cases of child abuse.

The importance of examining the effectiveness of the welfare department in addressing child abuse in Nigeria cannot be overstated. Understanding the strengths and weaknesses of current practices is vital for developing more effective strategies and policies aimed at protecting vulnerable children (Abraham & Fadimu, 2020). This study aims to critically analyze the welfare department's effectiveness in managing cases of child abuse, contributing to the broader discourse on child protection in Nigeria.

1.2 Statement of the Problem

Despite the establishment of various frameworks and policies aimed at protecting children in Nigeria, the incidence of child abuse continues to rise. The welfare department, tasked with the responsibility of safeguarding children's rights, faces numerous challenges in effectively addressing cases of abuse. Issues such as inadequate resources, lack of training for personnel, and insufficient public awareness hinder the welfare department's ability to respond to these critical cases effectively. This study aims to investigate the effectiveness of the welfare department in handling child abuse cases in Nigeria, focusing on identifying the barriers to effective intervention and proposing actionable solutions.

1.3 Objectives of the Study

The main objective of this study is to determine the effectiveness of the welfare department in handling cases of child abuse in Nigeria. Specific objectives include:

i. To evaluate the impact of training programs on the welfare department's response to child abuse cases.

ii. To determine the level of public awareness regarding child rights and abuse reporting mechanisms.

iii. To find out the barriers faced by welfare department staff in addressing child abuse effectively.

1.4 Research Questions

1.5 Research Hypotheses

Hypothesis I

Hypothesis II

H0: There is no significant level of public awareness regarding child rights and abuse reporting mechanisms.

H0: There is no significant barrier faced by welfare department staff in effectively handling child abuse cases.

1.6 Significance of the Study

1.7 Scope of the Study

The study will also examine the perceptions of welfare department staff, as well as the general public, regarding child abuse and the welfare department's role in addressing it.

1.8 Limitations of the Study

The study may face several limitations, including potential biases in responses from welfare department staff and the general public. Additionally, access to certain areas and communities may be restricted, limiting the sample size and diversity of perspectives. Financial constraints may also affect the scope of the study, as comprehensive data collection may require more resources than available. Nonetheless, the study will strive to mitigate these limitations through careful planning and data collection strategies.

1.9 Definition of Terms

Child Abuse: Refers to any act or failure to act by a parent or caregiver that results in harm, potential harm, or threat of harm to a child.
