INTRODUCTION
BACKGROUND OF THE STUDY
Establishment and use of libraries play a pivotal role in the successful implementation of the 6-3-3-4 system of education in Nigeria. The 6-3-3-4 system, introduced in 1982, emphasizes six years of primary education, three years of junior secondary education, three years of senior secondary education, and four years of tertiary education (Federal Republic of Nigeria, 2004). With the implementation of this system, the importance of libraries in supporting various stages of education becomes increasingly apparent.
Libraries serve as crucial resources for students, educators, and researchers, offering access to a wide range of educational materials, including books, journals, and digital resources (Asogwa, 2019). In the context of the 6-3-3-4 system, libraries contribute significantly to achieving the educational goals outlined in the curriculum. They provide students with opportunities for independent learning, research, and skill development beyond the classroom setting (Aina, 2017). Moreover, libraries facilitate the acquisition of critical thinking and information literacy skills essential for navigating the complexities of the modern knowledge-based society (Akintunde, 2021).
The establishment of libraries in educational institutions is not only essential for academic purposes but also for fostering a culture of reading and lifelong learning among students (Ogunsola, 2018). Access to well-equipped libraries encourages students to explore diverse subjects, cultivate intellectual curiosity, and develop a passion for learning (Olatokun & Nkiko, 2017). Additionally, libraries serve as spaces for collaborative learning and knowledge exchange, where students can engage in group discussions, peer learning, and academic discourse (Ozioko & Nwachukwu, 2022).
In the Nigerian context, the effective utilization of libraries within the 6-3-3-4 system requires strategic planning, adequate funding, and continuous support from educational stakeholders (Alemna, 2019). Government agencies, educational institutions, and non-profit organizations must collaborate to ensure the provision of modern library facilities, up-to-date resources, and qualified library staff (Iwhiwhu, 2023). Furthermore, integrating information and communication technologies (ICTs) into library services enhances accessibility and promotes digital literacy skills among students (Oduwole & Ajayi, 2020).
Despite the undeniable importance of libraries, challenges such as inadequate funding, outdated infrastructure, and limited access to relevant materials persist in many educational institutions across Nigeria (Nwalo & Anunobi, 2021). Addressing these challenges requires concerted efforts from policymakers, educators, and the wider community to prioritize investment in library development and ensure equitable access to educational resources for all students (Ekundayo & Olatokun, 2018).
In conclusion, libraries play a vital role in the successful implementation of the 6-3-3-4 system of education in Nigeria by providing essential resources, fostering independent learning, and promoting information literacy skills. However, overcoming existing challenges and maximizing the potential of libraries require collaborative efforts and sustained investment in library infrastructure, resources, and staff training. By recognizing the significance of libraries within the educational landscape, Nigeria can empower its students to excel academically, contribute to national development, and thrive in a knowledge-driven society.
STATEMENT OF THE PROBLEM
The establishment and utilization of libraries within the framework of the 6-3-3-4 system of education in Nigeria present a myriad of challenges that hinder their effectiveness in supporting educational objectives. Despite their recognized importance in providing essential resources, fostering independent learning, and promoting information literacy skills among students, libraries across educational institutions in Nigeria face various issues. These challenges include inadequate funding, outdated infrastructure, limited access to relevant materials, and a lack of modern technologies. Furthermore, disparities in library development and resource allocation exacerbate inequities in educational opportunities, particularly for students in underserved regions or institutions. Addressing these issues is crucial to maximizing the potential of libraries in enhancing the quality of education and ensuring equitable access to educational resources for all students.
OBJECTIVES OF THE STUDY
Main Objective: The main objective of this study is to assess the role of libraries in supporting the implementation of the 6-3-3-4 system of education in Nigeria and to identify strategies for improving their effectiveness in this context.
Specific Objectives:
1. To examine the current state of libraries within educational institutions in Nigeria, including their infrastructure, resources, and services, in relation to the requirements of the 6-3-3-4 system.
2. To investigate the challenges faced by libraries in fulfilling their roles in supporting student learning and information access within the framework of the 6-3-3-4 system.
3. To propose recommendations and interventions aimed at enhancing the capacity and functionality of libraries to better serve the needs of students and educators within the context of the 6-3-3-4 system of education in Nigeria.
RESEARCH QUESTIONS
1. What is the current status of library infrastructure, resources, and services within educational institutions in Nigeria, and how do they align with the requirements of the 6-3-3-4 system of education?
2. What are the primary challenges faced by libraries in Nigeria in fulfilling their roles of supporting student learning and providing access to information within the framework of the 6-3-3-4 system?

RESEARCH HYPOTHESES
H1: There is a significant relationship between the current status of library infrastructure, resources, and services within educational institutions in Nigeria and the requirements of the 6-3-3-4 system of education.
H0: There is no significant relationship between the current status of library infrastructure, resources, and services within educational institutions in Nigeria and the requirements of the 6-3-3-4 system of education.
H2: The primary challenges faced by libraries in Nigeria in fulfilling their roles of supporting student learning and providing access to information within the framework of the 6-3-3-4 system are significant.
H0: The primary challenges faced by libraries in Nigeria in fulfilling their roles of supporting student learning and providing access to information within the framework of the 6-3-3-4 system are not significant.
H3: The proposed recommendations and interventions to enhance the capacity and functionality of libraries in Nigeria to better serve the needs of students and educators within the context of the 6-3-3-4 system of education are effective.
H0: The proposed recommendations and interventions to enhance the capacity and functionality of libraries in Nigeria to better serve the needs of students and educators within the context of the 6-3-3-4 system of education are not effective.
SIGNIFICANCE OF THE STUDY
This study will be of immense benefit to other researchers who intend to know more on this study and can also be used by non-researchers to build more on their research work. This study contributes to knowledge and could serve as a guide for other study.
SCOPE OF THE STUDY
The scope of this study encompasses an examination of libraries within educational institutions in Nigeria, focusing on their infrastructure, resources, services, and functionality within the context of the 6-3-3-4 system of education. The study will consider a diverse range of educational institutions, including primary schools, junior secondary schools, senior secondary schools, and tertiary institutions, to provide a comprehensive understanding of the role of libraries at different levels of the education system. Additionally, the study will investigate the challenges faced by libraries in Nigeria in fulfilling their roles of supporting student learning and providing access to information within the framework of the 6-3-3-4 system. It will also explore potential recommendations and interventions aimed at enhancing the capacity and functionality of libraries to better serve the needs of students and educators. However, the study will not delve into broader educational policy issues beyond the scope of library infrastructure and services, nor will it focus on specific regional variations within Nigeria's education system.
LIMITATION OF THE STUDY
The demanding schedule of respondents at work made it very difficult getting the respondents to participate in the survey. As a result, retrieving copies of questionnaire in timely fashion was very challenging. Also, the researcher is a student and therefore has limited time as well as resources in covering extensive literature available in conducting this research. Information provided by the researcher may not hold true for all businesses or organizations but is restricted to the selected organization used as a study in this research especially in the locality where this study is being conducted. Finally, the researcher is restricted only to the evidence provided by the participants in the research and therefore cannot determine the reliability and accuracy of the information provided.
Financial constraint: Insufficient fund tends to impede the efficiency of the researcher in sourcing for the relevant materials, literature or information and in the process of data collection (internet, questionnaire and interview).
Time constraint: The researcher will simultaneously engage in this study with other academic work. This consequently will cut down on the time devoted for the research work.
DEFINITION OF TERMS
Library Infrastructure: The physical facilities and structures within a library, including buildings, shelving, seating areas, computer terminals, and other equipment necessary for its operation.
Resources: Materials available within a library for use by patrons, including books, periodicals, electronic databases, audiovisual materials, and other educational materials.
Services: The range of offerings provided by a library to its users, such as reference assistance, circulation services, interlibrary loan, information literacy instruction, and access to technology.
Functionality: The degree to which a library's resources, services, and infrastructure effectively meet the needs of its users and support its educational objectives.
6-3-3-4 System of Education: A structured educational system in Nigeria comprising six years of primary education, three years of junior secondary education, three years of senior secondary education, and four years of tertiary education.
Student Learning: The process through which students acquire knowledge, skills, and competencies, either through formal instruction, independent study, or experiential learning.
