Effect of Food Delivery Hygiene Regulations on Food Safety Compliance among Online Food Vendors in Nigeria

 

Abstract

The rapid growth of online food delivery services in Nigeria has expanded access to prepared foods while creating new challenges for food safety and public health. Online food vendors prepare and distribute meals through digital platforms, social media channels, websites, and other delivery systems, often operating from restaurants, commercial kitchens, homes, or small food establishments. Inadequate food hygiene practices during food preparation, packaging, storage, transportation, and delivery may increase the risk of food contamination and foodborne illnesses. Food delivery hygiene regulations provide a framework for promoting safe food handling through requirements relating to food preparation, personal hygiene, temperature control, packaging, storage, transportation, sanitation, food-handler health, and safe delivery practices. However, limited regulatory awareness, weak enforcement, inadequate inspection, poor access to appropriate food storage facilities, inconsistent temperature control, and limited monitoring of online food vendors may affect compliance with food safety requirements in Nigeria. Against this background, this study investigates the effect of food delivery hygiene regulations on food safety compliance among online food vendors in Nigeria. The study will be anchored on the Health Belief Model, Theory of Planned Behavior, and Regulatory Compliance Theory. The Health Belief Model explains how online food vendors' perceptions of food contamination risks, perceived severity of foodborne illness, perceived benefits of complying with hygiene regulations, perceived barriers, and cues to action may influence food safety practices. The Theory of Planned Behavior explains how vendors' attitudes toward food safety, subjective norms, perceived behavioural control, and behavioural intentions may influence compliance with recommended food hygiene standards. Regulatory Compliance Theory emphasizes the influence of regulatory requirements, enforcement, monitoring, sanctions, institutional capacity, and perceived legitimacy of regulations on compliance behaviour. Collectively, these theoretical perspectives provide a suitable framework for explaining how food delivery hygiene regulations may influence food safety compliance among online food vendors in Nigeria. The study will adopt a quantitative analytical cross-sectional or quasi-experimental research design. The study population will comprise online food vendors operating through food delivery platforms, social media, websites, mobile applications, and other digital channels in selected urban areas of Nigeria. A multistage sampling technique will be used to select states, cities, local government areas, food delivery operators, online food vendors, and eligible food businesses. Food delivery hygiene regulations will be assessed using indicators such as awareness of regulatory requirements, food-handler hygiene requirements, food preparation standards, storage requirements, temperature-control procedures, packaging standards, transportation requirements, delivery time limits where applicable, sanitation requirements, inspection procedures, licensing or registration requirements, and enforcement or monitoring activities. Food safety compliance will be assessed using indicators such as personal hygiene, handwashing, use of protective clothing, food preparation hygiene, prevention of cross-contamination, safe food storage, temperature control, packaging hygiene, cleanliness of food-contact surfaces, safe transportation, proper waste disposal, food-handler health practices, and compliance with inspection requirements. Data will be collected using structured questionnaires, food safety observation checklists, regulatory inspection records, vendor registration records, food delivery platform information, and relevant environmental health documents. Descriptive statistics will be used to summarize vendors' characteristics, regulatory awareness, exposure to regulatory monitoring, and food safety compliance. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of food delivery hygiene regulations on food safety compliance. Where a quasi-experimental design is adopted, food safety compliance scores before and after implementation or strengthened enforcement of food delivery hygiene regulations may be compared, while relevant vendor, business, and operational factors are appropriately controlled. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that effective food delivery hygiene regulations have a significant positive effect on food safety compliance among online food vendors in Nigeria. Online food vendors who are aware of and subject to effective hygiene regulations and regular monitoring are expected to demonstrate better compliance with recommended food safety practices than vendors operating with limited regulatory oversight. Regulatory requirements may improve personal hygiene, food handling, storage, packaging, transportation, and temperature-control practices while encouraging vendors to maintain safer food preparation environments. Regular inspection, vendor education, licensing, monitoring, and appropriate enforcement may further strengthen compliance. However, inadequate regulatory coverage, weak enforcement, limited inspection personnel, regulatory uncertainty, cost of compliance, informal food businesses, inadequate food storage infrastructure, and limited awareness of food safety requirements may reduce compliance. The study therefore expects clear, accessible, consistently enforced, and appropriately monitored food delivery hygiene regulations to contribute significantly to improved food safety compliance among online food vendors in Nigeria. The study is expected to contribute to the literature on food delivery hygiene regulations, food safety compliance, online food vendors, food hygiene, foodborne disease prevention, environmental health, digital food services, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, National Agency for Food and Drug Administration and Control, state ministries of health, environmental health authorities, local government authorities, food safety regulators, food delivery platforms, online food vendors, consumer protection organizations, development partners, and policymakers regarding strategies for strengthening food safety in the digital food-delivery sector. The study will also provide evidence-based recommendations for developing clear food delivery hygiene standards, strengthening registration and inspection of online food vendors, improving food-handler education, enhancing monitoring of food transportation and delivery conditions, strengthening collaboration between regulators and digital food platforms, promoting consumer food-safety awareness, and integrating online food vending into broader food safety and public health regulatory systems across Nigeria.
