Effect of Road Safety Education on Safe Road-Crossing Practices among University Students in Nigeria
Abstract
Road traffic injuries are an important public health concern in Nigeria and may result in deaths, disabilities, financial losses, and long-term physical and psychological consequences. University students frequently travel between campuses, residences, workplaces, markets, and other locations and may be exposed to road-crossing hazards as pedestrians. Unsafe pedestrian behaviours, including crossing without checking traffic, crossing at inappropriate locations, distracted walking, failure to use designated pedestrian crossings, and crossing between moving or parked vehicles, may increase the risk of road traffic injuries. Limited knowledge of pedestrian safety principles and inadequate awareness of traffic risks may contribute to unsafe road-crossing practices among university students. Road safety education provides an opportunity to improve students' understanding of pedestrian hazards and promote safer road-crossing behaviours. Against this background, this study investigates the effect of road safety education on safe road-crossing practices among university students in Nigeria. The study will be anchored on the Health Belief Model, Social Cognitive Theory, and Theory of Planned Behavior. The Health Belief Model explains how students' perceptions of susceptibility to pedestrian injuries, perceived severity of road traffic accidents, perceived benefits of safe road-crossing practices, perceived barriers, self-efficacy, and cues to action may influence pedestrian behaviour. Social Cognitive Theory emphasizes observational learning, behavioural modelling, self-efficacy, reinforcement, peer influence, and environmental factors in shaping safe pedestrian practices. The Theory of Planned Behavior emphasizes students' attitudes toward pedestrian safety, subjective norms, perceived behavioural control, and behavioural intentions as determinants of road-crossing behaviour. Collectively, these theoretical perspectives provide a suitable framework for explaining how road safety education may influence safe road-crossing practices among university students in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise undergraduate and postgraduate students aged 18 years and above enrolled in selected public and private universities across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, universities, campuses, faculties or departments, levels of study, and eligible students. Road safety education will be assessed using indicators such as exposure to road safety education sessions, frequency and duration of education, knowledge of pedestrian traffic rules, identification of road-crossing hazards, use of designated pedestrian crossings, traffic signal recognition, safe crossing procedures, visibility practices, distracted walking prevention, mobile-phone use while crossing, alcohol or substance-related pedestrian risks, night-time visibility, and appropriate responses to traffic situations. Safe road-crossing practices will be assessed using indicators such as stopping before crossing, looking in appropriate directions for approaching traffic, crossing at designated locations where available, obeying pedestrian traffic signals, avoiding crossing between moving or parked vehicles, minimizing distractions such as mobile-phone use, maintaining attention to traffic, avoiding unsafe rushing across roads, and using appropriate visibility measures when walking in low-light conditions. Data will be collected using structured questionnaires, standardized road-safety knowledge and pedestrian-practice assessment tools, road-crossing scenario-based questions, simulated crossing assessments, observational checklists where ethically and practically appropriate, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize students' demographic and academic characteristics, transportation patterns, previous road-safety education, exposure to traffic hazards, knowledge levels, and road-crossing practices. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of road safety education on safe road-crossing practices. Where a quasi-experimental design is adopted, safe road-crossing practice scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that road safety education has a significant positive effect on safe road-crossing practices among university students in Nigeria. Students exposed to structured, practical, evidence-based, and sustained road safety education are expected to demonstrate safer pedestrian behaviours than students without comparable exposure. Education may improve students' ability to identify traffic hazards, interpret pedestrian signals, select appropriate crossing locations, check for approaching vehicles, and avoid distractions while crossing roads. Practical demonstrations, simulations, and campus-based pedestrian safety activities may strengthen students' confidence and ability to apply road safety principles in real-life situations. Education may also increase awareness of the risks associated with mobile-phone use, rushing, crossing between vehicles, and walking in poorly visible conditions. However, poor road infrastructure, inadequate pedestrian crossings, traffic congestion, weak enforcement of traffic regulations, peer influence, time pressure, unsafe driver behaviour, and limited availability of pedestrian facilities may reduce the effectiveness of education alone. The study therefore expects accessible, practical, context-specific, and sustained road safety education, supported by safer pedestrian infrastructure and effective traffic enforcement, to contribute significantly to improved safe road-crossing practices among university students in Nigeria. The study is expected to contribute to the literature on road safety education, pedestrian safety, road traffic injury prevention, university student health, health education, traffic-risk awareness, injury prevention, public health, and transportation safety in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Road Safety Corps, Federal Ministry of Education, state ministries of transport and education, universities, local government authorities, road safety organizations, campus management, student organizations, public health practitioners, development partners, and policymakers regarding strategies for improving pedestrian safety among young adults. The study will also provide evidence-based recommendations for integrating pedestrian road-safety education into university health programmes, strengthening practical road-crossing education, improving campus and community pedestrian infrastructure, promoting use of designated crossing points, reducing distracted walking, strengthening road-safety campaigns, and developing sustainable university-based interventions that reduce pedestrian injury risks among students across Nigeria.
