Impact of Fire Evacuation Drills on Emergency Evacuation Practices among Secondary School Students in Nigeria

Abstract

Fire emergencies in schools constitute an important public safety and health concern because inadequate emergency preparedness, delayed evacuation, overcrowded facilities, blocked exits, poor knowledge of evacuation procedures, and panic may increase the risk of injuries and loss of life. Secondary school students in Nigeria may have limited exposure to structured fire-safety education and practical evacuation exercises, which can affect their ability to respond appropriately during fire emergencies. Fire evacuation drills provide an opportunity for students and school personnel to practise emergency procedures, identify designated escape routes, understand assembly points, respond to alarms, and develop appropriate evacuation behaviours. Regular drills may also help schools identify weaknesses in emergency preparedness and improve coordination during emergencies. Against this background, this study investigates the impact of fire evacuation drills on emergency evacuation practices among secondary school students in Nigeria. The study will be anchored on Protection Motivation Theory, Social Cognitive Theory, and the Health Belief Model. Protection Motivation Theory explains how perceived fire-related threats, perceived severity, response efficacy, self-efficacy, and perceived response costs may influence students' motivation to adopt appropriate emergency evacuation behaviours. Social Cognitive Theory emphasizes observational learning, practical demonstration, behavioural modelling, self-efficacy, reinforcement, and environmental influences in developing emergency preparedness practices. The Health Belief Model explains how students' perceptions of susceptibility to fire emergencies, perceived severity, perceived benefits of preparedness, perceived barriers, and cues to action may influence their evacuation behaviours. Collectively, these theoretical perspectives provide a suitable framework for explaining how fire evacuation drills may influence emergency evacuation practices among secondary school students in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise secondary school students aged approximately 12–18 years enrolled in selected public and private secondary schools across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, local government areas, communities, schools, classes, and eligible students. Fire evacuation drills will be assessed using indicators such as frequency of drills, duration and organization of drills, student participation, alarm recognition, knowledge of designated exits, identification of evacuation routes, knowledge of assembly points, teacher supervision, emergency communication procedures, post-drill feedback, and evaluation of drill performance. Emergency evacuation practices will be assessed using indicators such as response to fire alarms, speed and orderly movement during evacuation, use of designated exits, avoidance of dangerous routes, compliance with evacuation instructions, assistance to vulnerable individuals where appropriate, movement to designated assembly points, avoidance of panic and crowding, remaining at assembly points, and knowledge of basic emergency procedures. Data will be collected using structured questionnaires, standardized emergency preparedness assessment tools, observation checklists during simulated drills, school safety records, drill attendance records, and relevant school emergency-management documents. Descriptive statistics will be used to summarize students' characteristics, previous fire-safety training, emergency preparedness knowledge, exposure to evacuation drills, and evacuation practices. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the impact of fire evacuation drills on emergency evacuation practices. Where a quasi-experimental design is adopted, evacuation-practice scores before and after participation in fire evacuation drills may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that fire evacuation drills have a significant positive impact on emergency evacuation practices among secondary school students in Nigeria. Students who regularly participate in structured fire evacuation drills are expected to demonstrate better knowledge and more appropriate evacuation behaviours than students without comparable exposure. Practical drills may improve students' ability to recognize alarms, identify appropriate escape routes, move calmly and efficiently, follow instructions, and assemble at designated safe locations. Repeated drills may also strengthen students' confidence and reduce confusion and panic during simulated emergencies. In addition, drill exercises may help school authorities identify blocked exits, inadequate signage, poor communication systems, overcrowding, and other weaknesses in emergency preparedness. However, inadequate school infrastructure, limited availability of fire-safety equipment, irregular implementation of drills, insufficient teacher training, large student populations, poor maintenance of emergency exits, and limited institutional resources may reduce the effectiveness of evacuation drills. The study therefore expects regular, well-planned, age-appropriate, and properly supervised fire evacuation drills, supported by adequate school emergency-preparedness systems, to contribute significantly to improved emergency evacuation practices among secondary school students in Nigeria. The study is expected to contribute to the literature on school safety, fire preparedness, emergency evacuation, disaster risk reduction, emergency health education, injury prevention, school health, disaster preparedness, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Education, Federal Ministry of Health and Social Welfare, Federal Fire Service, state ministries of education, state fire services, local education authorities, school management, teachers, emergency-management agencies, public health practitioners, development partners, and policymakers regarding strategies for strengthening fire preparedness in schools. The study will also provide evidence-based recommendations for institutionalizing regular fire evacuation drills in secondary schools, improving emergency exit systems and signage, strengthening fire-safety education, training teachers and school personnel in emergency response, improving access to fire-safety equipment, establishing clear assembly-point procedures, and integrating comprehensive emergency preparedness into school health and safety programmes across Nigeria.
