Impact of Plastic Waste Reduction Programmes on Plastic Waste Disposal Practices among Urban Households in Nigeria
Abstract
Plastic waste has become an important environmental and public health concern in Nigerian urban communities due to increasing plastic consumption, inadequate waste management infrastructure, poor disposal practices, limited recycling capacity, and insufficient public awareness. Improper disposal of plastic waste through open dumping, indiscriminate littering, drainage disposal, and burning may contribute to environmental pollution, blocked drainage systems, flooding, soil and water contamination, and other health and environmental risks. Plastic waste reduction programmes provide an opportunity to promote responsible waste management through public education, waste reduction initiatives, recycling activities, collection systems, community mobilization, reusable alternatives, and improved access to appropriate waste disposal services. However, inadequate waste collection systems, limited recycling facilities, weak enforcement of environmental regulations, financial constraints, low public awareness, and limited community participation may affect the effectiveness of plastic waste reduction programmes in Nigerian cities. Against this background, this study investigates the impact of plastic waste reduction programmes on plastic waste disposal practices among urban households in Nigeria. The study will be anchored on the Social Ecological Model, Theory of Planned Behavior, and Health Belief Model. The Social Ecological Model emphasizes the influence of individual, household, community, institutional, environmental, and policy factors on household waste disposal practices. The Theory of Planned Behavior explains how household members' attitudes toward plastic waste management, subjective norms, perceived behavioural control, and behavioural intentions may influence their disposal practices. The Health Belief Model explains how perceptions of the environmental and health risks associated with improper plastic waste disposal, perceived benefits of appropriate disposal, perceived barriers, and cues to action may influence household behaviour. Collectively, these theoretical perspectives provide a suitable framework for explaining how plastic waste reduction programmes may influence plastic waste disposal practices among urban households in Nigeria. The study will adopt a quantitative analytical cross-sectional or quasi-experimental research design. The study population will comprise households residing in selected urban communities in Nigeria. A multistage sampling technique will be used to select states, urban local government areas, communities, neighbourhoods, households, and eligible household representatives. Plastic waste reduction programmes will be assessed using indicators such as exposure to waste reduction education, household waste segregation initiatives, recycling programmes, plastic collection services, community clean-up activities, promotion of reusable materials, provision of recycling points, environmental campaigns, incentives for recycling, frequency of programme activities, and enforcement of relevant waste management regulations. Plastic waste disposal practices will be assessed using indicators such as household waste segregation, use of designated waste collection points, recycling, reuse of plastic materials, participation in plastic collection schemes, open dumping, indiscriminate littering, disposal into drains or waterways, burning of plastic waste, and use of authorized waste disposal services. Data will be collected using structured questionnaires, household observation checklists, waste collection records, recycling programme records, environmental health reports, and relevant local government or waste-management documents. Descriptive statistics will be used to summarize household characteristics, programme exposure, plastic waste generation patterns, and disposal practices. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the impact of plastic waste reduction programmes on household disposal practices. Where a quasi-experimental design is adopted, household plastic waste disposal practices before and after implementation of a structured waste reduction programme may be compared, while relevant socioeconomic, environmental, and household factors are appropriately controlled. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that plastic waste reduction programmes have a significant positive impact on appropriate plastic waste disposal practices among urban households in Nigeria. Households exposed to well-organized waste reduction programmes are expected to demonstrate greater participation in waste segregation, recycling, reuse, and appropriate disposal than households with limited exposure to such programmes. Community education may improve awareness of the environmental and health consequences of improper plastic disposal, while accessible collection and recycling services may make appropriate disposal more convenient. However, the effectiveness of plastic waste reduction programmes may be influenced by the availability and reliability of waste collection services, access to recycling facilities, household income, environmental awareness, enforcement of waste management regulations, community participation, and the cost and availability of reusable alternatives. The study therefore expects accessible, well-coordinated, community-focused, and sustainable plastic waste reduction programmes to contribute significantly to improved plastic waste disposal practices among urban households in Nigeria. The study is expected to contribute to the literature on plastic waste reduction, household waste management, plastic waste disposal, recycling, environmental health, environmental sanitation, urban health, community participation, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Environment, state environmental protection agencies, local government authorities, waste management organizations, environmental health officers, recycling companies, community organizations, development partners, and policymakers regarding strategies for improving plastic waste management. The study will also provide evidence-based recommendations for expanding household waste segregation and recycling programmes, improving access to reliable plastic collection services, establishing community recycling points, strengthening environmental health education, promoting reusable alternatives, encouraging community participation, improving enforcement of waste management regulations, and integrating plastic waste reduction into broader urban environmental sanitation and public health programmes across Nigeria.
