Effect of Community Water Testing Programmes on Household Drinking-Water Safety Practices in Nigeria

 

Abstract

Access to safe drinking water is essential for the prevention of waterborne diseases and the promotion of community health. In many Nigerian communities, households may obtain drinking water from boreholes, wells, rivers, streams, rainwater, and other sources that may be vulnerable to microbial and chemical contamination. Water that appears clean may contain harmful microorganisms or contaminants that cannot be detected through sight, taste, or smell. Community water testing programmes provide an opportunity to identify potential contamination, communicate water-quality information to households, and encourage appropriate water treatment, safe storage, and hygienic handling practices. However, limited access to water-testing services, inadequate laboratory facilities, financial constraints, low awareness of water-quality risks, and weak follow-up mechanisms may limit the effectiveness of such programmes in Nigeria. Against this background, this study investigates the effect of community water testing programmes on household drinking-water safety practices in Nigeria. The study will be anchored on the Health Belief Model, Social Cognitive Theory, and Social Ecological Model. The Health Belief Model explains how household members' perceptions of their susceptibility to waterborne diseases, perceived severity of contaminated-water exposure, perceived benefits of water testing and treatment, perceived barriers, and cues to action may influence drinking-water safety practices. Social Cognitive Theory emphasizes observational learning, self-efficacy, behavioural reinforcement, and environmental influences in the adoption and maintenance of safe water practices. The Social Ecological Model recognizes the interaction of individual, household, community, environmental, and institutional factors in shaping drinking-water safety behaviours. Collectively, these theoretical perspectives provide a suitable framework for explaining how community water testing programmes may influence household drinking-water safety practices in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise households in selected urban, semi-urban, and rural communities across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, local government areas, communities, households, and eligible household representatives. Community water testing programmes will be assessed using indicators such as availability of water-testing services, frequency of testing, types of water sources tested, microbial and relevant chemical testing, communication of test results, household participation, provision of water-safety recommendations, referral for further assessment, and follow-up activities. Household drinking-water safety practices will be assessed using indicators such as household water treatment, boiling, chlorination where appropriate, filtration, safe collection and transportation, use of clean and covered storage containers, hygienic methods of withdrawing stored water, regular cleaning of containers, protection of water from environmental contamination, and appropriate responses to unsafe water-test results. Where feasible, objective water-quality testing may be conducted to assess microbial contamination and compare water-quality findings with reported household practices. Data will be collected using structured questionnaires, water-safety practice assessment instruments, direct observation checklists, water-testing records, laboratory reports, household water-quality results, and relevant community WASH programme documents. Descriptive statistics will be used to summarize participants' characteristics, exposure to community water testing programmes, and drinking-water safety practices. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of community water testing programmes on household drinking-water safety practices. Where a quasi-experimental design is adopted, household safety practice scores before and after participation in water testing programmes may be compared to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that community water testing programmes have a significant positive effect on household drinking-water safety practices in Nigeria. Households participating in water testing programmes are expected to demonstrate improved awareness of water-quality risks and increased adoption of appropriate water treatment, safe storage, hygienic water handling, and contamination-prevention practices. Receiving objective information about the quality of household water sources may encourage households to treat water appropriately and improve the maintenance of storage containers. Community education accompanying water testing may also help households understand that clear or good-tasting water is not necessarily free from harmful contamination. However, the effectiveness of water testing programmes may be affected by the cost and availability of water treatment products, limited access to alternative safe water sources, inadequate testing facilities, low household income, low literacy, irregular programme implementation, and inadequate follow-up after unsafe results are identified. The study therefore expects accessible, affordable, community-based, and regularly implemented water testing programmes, combined with appropriate health education and follow-up, to contribute significantly to improved household drinking-water safety practices in Nigeria. The study is expected to contribute to the literature on community water testing, household drinking-water safety, water quality, water, sanitation and hygiene (WASH), waterborne disease prevention, environmental health, community health education, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Water Resources and Sanitation, National Primary Health Care Development Agency, state ministries of health and water resources, local government authorities, environmental health departments, WASH organizations, community health workers, water-quality laboratories, development partners, traditional and community leaders, and policymakers regarding strategies for improving household drinking-water safety. The study will also provide evidence-based recommendations for expanding community water testing services, improving access to affordable water treatment options, strengthening communication of water-quality results, integrating water testing into community WASH programmes, establishing effective follow-up mechanisms, and improving household capacity to respond appropriately to contaminated drinking-water sources across Nigeria.
