Effect of Water Safety Education on Drowning Prevention Practices among Residents of Riverine Communities in Nigeria
Abstract
Drowning is a significant public health and injury-prevention concern in riverine communities where residents may have frequent contact with rivers, streams, lakes, creeks, and other bodies of water for transportation, fishing, farming, recreation, domestic activities, and other livelihood activities. Frequent exposure to water, combined with limited swimming ability, unsafe boating practices, inadequate use of personal flotation devices, poor supervision of children, limited knowledge of emergency response, and weak access to water-rescue services, may increase the risk of drowning. Water safety education provides an opportunity to improve residents' understanding of water-related hazards and promote behaviours that reduce the risk of drowning. However, limited access to structured water-safety programmes, inadequate community resources, cultural practices, low awareness, and poor enforcement of water-safety measures may affect the adoption of preventive practices in Nigerian riverine communities. Against this background, this study investigates the effect of water safety education on drowning prevention practices among residents of riverine communities in Nigeria. The study will be anchored on the Health Belief Model, Social Cognitive Theory, and Protection Motivation Theory. The Health Belief Model explains how residents' perceptions of their susceptibility to drowning, perceived severity of drowning-related consequences, perceived benefits of water-safety practices, perceived barriers, and cues to action may influence their adoption of preventive behaviours. Social Cognitive Theory emphasizes observational learning, self-efficacy, behavioural reinforcement, social support, and environmental influences in the development and maintenance of water-safety practices. Protection Motivation Theory explains how perceptions of drowning risk, response effectiveness, response costs, and confidence in performing protective actions may influence residents' motivation to adopt protective behaviours. Collectively, these theoretical perspectives provide a suitable framework for explaining how water safety education may influence drowning prevention practices among residents of riverine communities in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise adults aged 18 years and above residing in selected riverine communities across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, riverine local government areas, communities, households, and eligible residents. Water safety education will be assessed using indicators such as exposure to structured water-safety education, frequency and duration of educational sessions, information on drowning risk factors, safe swimming practices, boating safety, use of personal flotation devices, safe water transportation, supervision of children around water, recognition of hazardous water conditions, emergency communication, basic rescue principles, and appropriate actions during water-related emergencies. Drowning prevention practices will be assessed using indicators such as consistent use of personal flotation devices during water transportation, safe boating practices, avoidance of swimming in hazardous conditions, appropriate supervision of children near water, adherence to local water-safety rules, use of designated safe swimming areas, maintenance of boats and water-transport equipment, emergency preparedness, knowledge and use of emergency communication systems, and appropriate response when a person is in water distress. Data will be collected using structured questionnaires, validated water-safety practice instruments, direct observation checklists where appropriate, community water-safety programme records, and relevant local emergency preparedness documents. Descriptive statistics will be used to summarize participants' characteristics, exposure to water safety education, and drowning prevention practices. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the effect of water safety education on drowning prevention practices. Where a quasi-experimental design is adopted, drowning prevention practice scores before and after the educational intervention may be compared to determine changes associated with the programme. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that water safety education has a significant positive effect on drowning prevention practices among residents of riverine communities in Nigeria. Residents who receive structured and practical water safety education are expected to demonstrate increased use of personal flotation devices, safer boating and water-transport practices, improved supervision of children around water, greater avoidance of hazardous swimming conditions, and better preparedness for water-related emergencies. Community demonstrations, practical safety sessions, local-language education, involvement of community leaders and boat operators, and repeated reinforcement may improve residents' ability and willingness to adopt appropriate drowning prevention practices. Education may also increase awareness that many drowning incidents are preventable through appropriate risk assessment and safety behaviours. However, poverty, limited availability and affordability of flotation devices, dependence on water transportation for livelihoods, inadequate enforcement of safety regulations, limited emergency communication systems, cultural practices, and insufficient access to trained rescue personnel may restrict the adoption of recommended practices. The study therefore expects accessible, culturally appropriate, practical, and regularly reinforced water safety education to contribute significantly to improved drowning prevention practices among residents of riverine communities in Nigeria. The study is expected to contribute to the literature on water safety education, drowning prevention practices, riverine community health, injury prevention, emergency preparedness, water transportation safety, community health education, and public health in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Marine and Blue Economy, National Inland Waterways Authority, National Emergency Management Agency, state ministries of health, state emergency management agencies, local government authorities, traditional and community leaders, water-transport operators, humanitarian organizations, development partners, and policymakers regarding strategies for reducing drowning risks in riverine communities. The study will also provide evidence-based recommendations for expanding community-based water safety education, improving access to affordable personal flotation devices, strengthening boating and water-transport safety practices, establishing community rescue and emergency-response systems, improving supervision of children around water, and strengthening collaboration between riverine communities and relevant emergency and water-safety agencies across Nigeria.
