Impact of Food Safety Risk Assessment on Food Contamination Detection among Food Vendors in Nigeria
Abstract
Food contamination is an important public health concern in Nigeria, particularly among food vendors who prepare, handle, store, transport, and sell ready-to-eat foods to large numbers of consumers. Poor personal hygiene, inadequate food storage, unsafe water, improper cooking temperatures, cross-contamination, prolonged food exposure, pest infestation, poor waste disposal, and unhygienic food preparation environments may increase the risk of biological, chemical, and physical food contamination. Contaminated food may contribute to foodborne illnesses, which can result in significant health and economic consequences for individuals, households, and communities. However, food contamination risks may remain undetected when food safety inspections are irregular, risk assessment systems are weak, vendors have limited food safety knowledge, or access to food-testing services is inadequate. Food safety risk assessment provides an opportunity to systematically identify potential hazards associated with food preparation and handling and to detect conditions or food products that may pose contamination risks. Early detection can facilitate corrective action, improved hygiene practices, food handling education, appropriate food storage, environmental sanitation, and referral for laboratory testing where necessary. Against this background, this study investigates the impact of food safety risk assessment on food contamination detection among food vendors in Nigeria. The study will be anchored on the Hazard Analysis and Critical Control Point (HACCP) principles, the Health Belief Model, and the Social Ecological Model. HACCP principles emphasize systematic identification of biological, chemical, and physical hazards throughout food preparation and handling processes and the establishment of appropriate control measures at critical points. The Health Belief Model explains how food vendors' perceptions of susceptibility to foodborne contamination, perceived severity of foodborne illnesses, perceived benefits of food safety risk assessment, perceived barriers, and cues to action may influence compliance with food safety practices. The Social Ecological Model emphasizes the influence of individual, interpersonal, organizational, community, regulatory, and environmental factors on food handling practices and food safety. Collectively, these theoretical perspectives provide a suitable framework for explaining how food safety risk assessment may influence food contamination detection among food vendors in Nigeria. The study will adopt a quantitative cross-sectional analytical or quasi-experimental research design. The study population will comprise food vendors aged 18 years and above operating in selected markets, streets, schools, workplaces, transport terminals, and other food vending locations across Nigeria. A multistage sampling technique will be used to select states, local government areas, communities, markets, food vending locations, and eligible food vendors. Food safety risk assessment will be measured using indicators such as frequency of food safety inspections, assessment of food preparation environments, personal hygiene assessment, food storage practices, cooking and reheating practices, water quality assessment, waste disposal practices, pest-control measures, prevention of cross-contamination, food temperature monitoring, availability of food safety training, availability of trained environmental health personnel, and implementation of corrective actions. Food contamination detection will be assessed using indicators such as identification of microbiologically contaminated food samples, detection of indicator organisms, detection of unsafe food-handling conditions, identification of chemical contamination risks, physical contamination risks, food samples requiring further laboratory testing, contaminated food products identified during inspections, vendors requiring corrective action, and laboratory-confirmed contamination where appropriate. Data will be collected using structured questionnaires, food safety inspection checklists, food sampling forms, laboratory test results, environmental health inspection records, vendor training records, and relevant regulatory documents. Where appropriate, food samples will be collected and analysed using standard laboratory procedures. Descriptive statistics will be used to summarize vendors' characteristics, food-handling practices, assessment coverage, food safety risks, laboratory findings, and patterns of contamination detection. Inferential statistical techniques, including chi-square tests, correlation analysis, and logistic or multiple regression analysis, will be used to determine the impact of food safety risk assessment on food contamination detection. Where appropriate, food contamination detection rates before and after implementation of systematic food safety risk assessment activities may be compared to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that food safety risk assessment has a significant positive impact on food contamination detection among food vendors in Nigeria. Vendors operating in locations with regular and systematic food safety risk assessments are expected to have a higher likelihood of food contamination and unsafe food-handling practices being identified than vendors without regular assessment. Routine risk assessment may facilitate early identification of microbiological contamination, unsafe storage temperatures, poor personal hygiene, inadequate cooking practices, cross-contamination, contaminated water sources, pest infestation, and other conditions that may compromise food safety. Early detection may enable prompt corrective measures, including improved food hygiene, proper food storage, adequate cooking and reheating, safe water use, environmental sanitation, vendor education, and withdrawal of contaminated food products from sale. Regular risk assessment may also strengthen vendors' awareness of food safety requirements and encourage compliance with appropriate food-handling practices. Conversely, inadequate inspection coverage, shortage of trained environmental health personnel, limited laboratory capacity, financial constraints, weak enforcement of food safety regulations, low vendor participation, and inadequate food-testing facilities may reduce the effectiveness of food safety risk assessment. The study therefore expects systematic and well-implemented food safety risk assessment to contribute significantly to improved detection and prevention of food contamination among food vendors in Nigeria. The study is expected to contribute to the literature on food safety risk assessment, food contamination detection, food vendors' health practices, foodborne disease prevention, environmental health, food hygiene, public health surveillance, preventive healthcare, and food safety regulation in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Agriculture and Food Security, National Agency for Food and Drug Administration and Control (NAFDAC), state ministries of health, environmental health departments, local government authorities, food safety regulators, market associations, food vendors, public health practitioners, development partners, and policymakers regarding strategies for strengthening food safety. The study will also provide evidence-based recommendations for improving routine food safety risk assessment, strengthening food inspection and laboratory testing capacity, expanding food safety education and training for vendors, improving environmental sanitation, strengthening enforcement of food safety regulations, promoting safe food storage and preparation practices, improving food contamination surveillance, and integrating systematic food safety risk assessment into comprehensive foodborne disease prevention programmes across Nigeria.
