CHAPTER ONE

INTRODUCTION

1.1 Background of the Study

The Academic Staff Union of Polytechnics (ASUP) strike in Nigeria is a significant issue that has drawn considerable attention from various stakeholders, including policymakers, academic institutions, and students. This strike, driven by a range of complex factors, has had profound effects on the educational landscape in Nigeria. A comprehensive understanding of the bibliographic survey on ASUP strikes involves examining how restructuring access to relevant resources can facilitate a better grasp of the issues and solutions related to these strikes.

Historically, the ASUP strike has been a recurring issue in Nigeria's educational sector. The strikes are typically prompted by disputes over issues such as salary increments, inadequate funding, poor working conditions, and other related concerns (Oluwaseun & Olusegun, 2022). The disruption caused by these strikes affects not only the academic calendar but also the overall quality of education provided to students. According to Adeniran (2021), the frequency and duration of these strikes have led to significant interruptions in the academic progress of students, thereby impacting their educational outcomes.

To address the problem of accessibility to information related to ASUP strikes, it is essential to restructure how web pages related to these issues are organized. Traditionally, information on library web pages is arranged based on the library's organizational structure or alphabetical order. However, this method may not be the most effective way to meet users' needs, particularly when dealing with frequently used resources related to specific issues like ASUP strikes (Abubakar & Ibrahim, 2023). Instead, organizing resources based on their frequency of use could enhance users' ability to access relevant information more efficiently.

This approach aligns with the principles of user-centered design, which emphasizes the importance of organizing information in a way that reflects users' needs and behaviors. The bibliographic survey on ASUP strikes would benefit from such a restructuring approach. 1.2 Statement of the Problem

The recurring ASUP strikes in Nigeria have had substantial negative effects on the polytechnic education sector, including disruptions in academic schedules and a decline in educational quality. Despite various interventions, the management of information related to these strikes remains inefficient due to traditional organizational methods. This inefficiency affects the ability of stakeholders to access timely and relevant information, thereby complicating efforts to address the underlying issues of the strikes.

1.3 Objectives of the Study

The main objective of this study is to determine the effectiveness of restructuring library resources based on frequency of use rather than traditional organizational structures in improving access to information related to ASUP strikes.

Specific objectives include:

i.               To evaluate the impact of frequency-based organization on user satisfaction with library resources related to ASUP strikes.

ii.              To determine the effect of restructuring web pages on the accessibility of information concerning ASUP strikes.

iii.             To find out how the reorganization of resources based on usage frequency influences research outcomes on ASUP strikes.

1.4 Research Questions

i.          What is the impact of frequency-based organization on user satisfaction with library resources related to ASUP strikes?

1.5 Research Hypotheses

Hypothesis I

H0: There is no significant impact of frequency-based organization on user satisfaction with library resources related to ASUP strikes.

H1: There is a significant impact of frequency-based organization on user satisfaction with library resources related to ASUP strikes.

Hypothesis II

H0: There is no significant effect of restructuring web pages on the accessibility of information concerning ASUP strikes.

H2: There is a significant effect of restructuring web pages on the accessibility of information concerning ASUP strikes.

Hypothesis III

H0: There is no significant influence of the reorganization of resources based on usage frequency on research outcomes on ASUP strikes.

H3: There is a significant influence of the reorganization of resources based on usage frequency on research outcomes on ASUP strikes.

1.6 Significance of the Study

This study is significant as it provides insights into how restructuring library resources based on frequency of use can enhance access to information on ASUP strikes. Improved access can facilitate better research, inform policy decisions, and contribute to resolving the issues causing the strikes. Additionally, the study can guide libraries in implementing user-centered design practices to improve resource management.

1.7 Scope of the Study

The study focuses on libraries within Nigerian polytechnics, examining how the restructuring of web pages and resource organization affects the accessibility and usability of information related to ASUP strikes. The scope includes evaluating user satisfaction, accessibility, and research outcomes.

1.8 Limitations of the Study

Limitations of the study include potential resistance to change from library staff and users accustomed to traditional organizational methods. Additionally, the study may be constrained by the availability of data and resources for evaluating the impact of restructuring on a large scale.

1.9 Definition of Terms
