Influence of Accounting Information Transparency on Investors' Confidence in the Nigerian Capital Market
Abstract
Public procurement practices have become an essential component of public financial management and governance due to their significant role in ensuring transparency, accountability, efficiency, and value for money in the utilization of public resources. Public procurement refers to the procedures through which government institutions acquire goods, works, and services using public funds in accordance with established legal, regulatory, and institutional frameworks. In Nigeria, public procurement constitutes a substantial proportion of annual government expenditure and serves as a major mechanism for implementing public policies, executing capital projects, and delivering essential public services. To improve procurement efficiency and curb corruption, the Federal Government enacted the Public Procurement Act 2007 and established the Bureau of Public Procurement (BPP) to regulate procurement activities across Ministries, Departments, and Agencies (MDAs). Additional reforms, including electronic procurement (e-procurement), open competitive bidding, procurement planning, contract monitoring, due process mechanisms, and transparency initiatives, have also been introduced to strengthen procurement governance and improve financial accountability. Despite these reforms, procurement-related challenges such as contract inflation, bid rigging, political interference, weak internal controls, procurement fraud, non-compliance with procurement regulations, poor contract execution, and inadequate institutional capacity continue to undermine financial accountability within Nigerian public sector organizations. Effective public procurement practices are expected to promote prudent management of public resources, reduce financial leakages, improve expenditure control, and strengthen public confidence in government institutions. Although previous studies have examined procurement reforms and public sector governance, empirical evidence regarding the effect of public procurement practices on financial accountability in Nigerian public sector organizations remains limited and inconclusive. Against this background, this study investigates the effect of public procurement practices on financial accountability in Nigerian public sector organizations. The study is anchored on Agency Theory, Institutional Theory, and Public Accountability Theory. Agency Theory posits that effective procurement controls reduce agency conflicts by ensuring that public officials utilize public resources in the best interests of citizens while minimizing opportunities for corruption and abuse of office. Institutional Theory argues that adherence to procurement laws, regulations, and institutional frameworks enhances organizational legitimacy, transparency, and accountability. Public Accountability Theory emphasizes that government institutions are responsible for ensuring prudent management of public resources and must remain answerable to citizens for procurement decisions and financial stewardship. Collectively, these theoretical perspectives provide a comprehensive framework for explaining the relationship between public procurement practices and financial accountability in Nigerian public sector organizations. The study adopts a quantitative research design using a structured questionnaire administered to procurement officers, accountants, internal auditors, finance officers, budget officers, directors of finance and accounts, project managers, compliance officers, and other personnel involved in procurement and financial management across selected Federal and State Ministries, Departments, and Agencies (MDAs) in Nigeria. A stratified random sampling technique will be employed to ensure adequate representation of respondents from various public sector organizations responsible for procurement planning, contract administration, budgeting, financial reporting, and expenditure management. Public procurement practices will be measured using procurement planning, competitive bidding, supplier selection procedures, compliance with procurement regulations, procurement transparency, contract monitoring, e-procurement adoption, and value-for-money practices, while financial accountability will be measured using financial transparency, expenditure control, financial reporting quality, budget implementation efficiency, audit compliance, internal control effectiveness, and stewardship of public resources. Primary data collected from respondents will be analyzed using descriptive statistics to summarize respondents' demographic characteristics and perceptions regarding public procurement practices and financial accountability. Structural Equation Modeling (SEM) will be employed to examine the effect of public procurement practices on financial accountability. The measurement model will be evaluated using Cronbach's Alpha, Composite Reliability (CR), Average Variance Extracted (AVE), and Confirmatory Factor Analysis (CFA) to establish the reliability and validity of the research instrument. Additional diagnostic tests, including multicollinearity assessment, common method bias analysis, and model fit indices such as the Comparative Fit Index (CFI), Tucker-Lewis Index (TLI), Root Mean Square Error of Approximation (RMSEA), and Standardized Root Mean Square Residual (SRMR), will be conducted to ensure the adequacy, consistency, reliability, and robustness of the structural model. The study anticipates that public procurement practices will have a significant positive effect on financial accountability in Nigerian public sector organizations. Effective procurement planning, transparent competitive bidding, compliance with procurement regulations, and efficient contract management are expected to strengthen financial discipline, minimize procurement-related fraud, reduce wastage of public resources, and improve accountability in public expenditure. Public sector organizations implementing sound procurement practices are also anticipated to improve budget execution, enhance value for money, strengthen internal control systems, improve audit outcomes, and increase public confidence in government institutions. Furthermore, the adoption of e-procurement systems and effective procurement oversight is expected to improve procurement transparency, reduce corruption, strengthen monitoring of public projects, and facilitate evidence-based decision-making. Conversely, weak procurement controls, political interference, procurement irregularities, inadequate monitoring, poor enforcement of procurement laws, and insufficient institutional capacity may increase financial leakages, reduce transparency, undermine public trust, and weaken financial accountability. Consequently, effective public procurement practices are expected to contribute significantly to improving financial accountability, fiscal discipline, efficient utilization of public resources, and good governance in Nigerian public sector organizations. This study is expected to make significant theoretical and empirical contributions to the literature on public sector accounting, procurement management, public finance, and governance by providing comprehensive evidence on the relationship between public procurement practices and financial accountability in Nigerian public sector organizations. Unlike previous studies that broadly examined procurement reforms or public sector governance, this research specifically evaluates public procurement practices as strategic determinants of financial accountability using primary data and Structural Equation Modeling (SEM). The findings will provide valuable insights for the Bureau of Public Procurement (BPP), the Office of the Accountant-General of the Federation, the Office of the Auditor-General for the Federation, the Federal Ministry of Finance, anti-corruption agencies, policymakers, public sector managers, professional accounting bodies, development partners, and academic researchers regarding the strategic importance of effective procurement practices in promoting transparency, accountability, and prudent management of public resources. The study will also provide evidence-based recommendations for strengthening procurement compliance, enhancing institutional capacity, expanding e-procurement systems, improving procurement monitoring and evaluation, reinforcing regulatory oversight, promoting ethical procurement practices, and fostering sustainable public financial management in Nigeria.
