Influence of Public Financial Management Reforms on Financial Accountability in Nigeria

 

Abstract

Public Financial Management (PFM) reforms have become a central strategy for improving fiscal discipline, enhancing transparency, strengthening accountability, and promoting efficient utilization of public resources in both developed and developing economies. Public Financial Management encompasses the processes, systems, institutions, and policies governing the planning, budgeting, revenue collection, expenditure management, financial reporting, auditing, and oversight of public funds. In Nigeria, successive governments have introduced several PFM reforms aimed at addressing persistent challenges of financial mismanagement, budget implementation failures, corruption, weak internal controls, and poor accountability in the public sector. Notable reforms include the Treasury Single Account (TSA), Government Integrated Financial Management Information System (GIFMIS), Integrated Payroll and Personnel Information System (IPPIS), Open Treasury Portal, International Public Sector Accounting Standards (IPSAS) adoption, the Fiscal Responsibility Act, and electronic procurement initiatives. These reforms are intended to strengthen financial governance, improve budget execution, reduce revenue leakages, enhance transparency in public expenditure, and increase public confidence in government financial management. Despite these initiatives, concerns regarding inefficient resource utilization, procurement irregularities, weak institutional capacity, delayed financial reporting, corruption, and inadequate compliance with financial regulations continue to undermine financial accountability within Nigeria's public sector. Although previous studies have examined individual public financial management reforms, empirical evidence regarding the influence of comprehensive Public Financial Management reforms on financial accountability in Nigeria remains limited and inconclusive. Against this background, this study investigates the influence of Public Financial Management reforms on financial accountability in Nigeria. The study is anchored on Institutional Theory, Public Accountability Theory, and New Public Management (NPM) Theory. Institutional Theory posits that public institutions adopt reforms to improve legitimacy, efficiency, and conformity with national and international standards of financial management. Public Accountability Theory emphasizes that government institutions have an obligation to utilize public resources transparently and responsibly while remaining answerable to citizens for financial decisions and performance. New Public Management Theory advocates the adoption of modern management practices, technology-driven financial systems, performance measurement, and results-oriented governance to improve efficiency, transparency, and accountability in public sector organizations. Collectively, these theoretical perspectives provide a comprehensive framework for explaining the relationship between Public Financial Management reforms and financial accountability in Nigeria. The study adopts a quantitative research design using a structured questionnaire administered to accountants, internal auditors, external auditors, finance officers, budget officers, procurement officers, directors of finance and accounts, treasury officers, compliance officers, and other public officials involved in financial management across selected Federal Ministries, Departments, and Agencies (MDAs) in Nigeria. A stratified random sampling technique will be employed to ensure adequate representation of respondents from key public sector institutions responsible for budgeting, financial reporting, revenue management, expenditure control, and auditing. Public Financial Management reforms will be measured using the implementation of Treasury Single Account (TSA), Government Integrated Financial Management Information System (GIFMIS), Integrated Payroll and Personnel Information System (IPPIS), International Public Sector Accounting Standards (IPSAS), electronic procurement systems, fiscal transparency initiatives, and budgetary reforms, while financial accountability will be measured using transparency, financial reporting quality, budget implementation efficiency, expenditure control, internal control effectiveness, audit compliance, and public trust. Primary data collected from respondents will be analyzed using descriptive statistics to summarize respondents' demographic characteristics and perceptions regarding Public Financial Management reforms and financial accountability. Structural Equation Modeling (SEM) will be employed to examine the influence of Public Financial Management reforms on financial accountability. The measurement model will be evaluated using Cronbach's Alpha, Composite Reliability (CR), Average Variance Extracted (AVE), and Confirmatory Factor Analysis (CFA) to establish the reliability and validity of the research instrument. Additional diagnostic tests, including multicollinearity assessment, common method bias analysis, and model fit indices such as the Comparative Fit Index (CFI), Tucker-Lewis Index (TLI), Root Mean Square Error of Approximation (RMSEA), and Standardized Root Mean Square Residual (SRMR), will be conducted to ensure the adequacy, consistency, reliability, and robustness of the structural model. The study anticipates that Public Financial Management reforms will have a significant positive influence on financial accountability in Nigeria. Effective implementation of PFM reforms is expected to strengthen fiscal discipline, improve transparency in public financial management, enhance budget implementation, reduce financial leakages, improve expenditure monitoring, and promote timely and reliable financial reporting. The reforms are also anticipated to improve internal control systems, strengthen audit effectiveness, reduce corruption, enhance compliance with financial regulations, and increase public confidence in government financial management. Furthermore, successful implementation of technology-driven financial management systems is expected to improve operational efficiency, facilitate evidence-based decision-making, strengthen institutional performance, and promote sustainable public sector governance. Conversely, inadequate implementation of reforms, weak institutional capacity, resistance to change, poor technological infrastructure, insufficient training, and weak regulatory enforcement may reduce the effectiveness of Public Financial Management reforms and undermine financial accountability. Consequently, effective implementation of Public Financial Management reforms is expected to contribute significantly to improving financial accountability, public sector efficiency, fiscal sustainability, and good governance in Nigeria. This study is expected to make significant theoretical and empirical contributions to the literature on public sector accounting, public finance, governance, and financial management by providing comprehensive evidence on the relationship between Public Financial Management reforms and financial accountability in Nigeria. Unlike previous studies that focused on individual reforms such as TSA or IPSAS, this research provides a comprehensive evaluation of multiple Public Financial Management reforms as integrated mechanisms for strengthening accountability using primary data and Structural Equation Modeling (SEM). The findings will provide valuable insights for the Federal Ministry of Finance, the Office of the Accountant-General of the Federation, the Budget Office of the Federation, the Fiscal Responsibility Commission, the Office of the Auditor-General for the Federation, anti-corruption agencies, policymakers, development partners, public sector managers, professional accounting bodies, and academic researchers regarding the strategic importance of Public Financial Management reforms in strengthening transparency, accountability, and fiscal governance. The study will also provide evidence-based recommendations for improving reform implementation, strengthening institutional capacity, enhancing digital public financial management systems, reinforcing regulatory compliance, promoting fiscal transparency, and fostering sustainable public sector accountability in Nigeria.
