Assessment of Extension Agents’ Competencies in Delivering Agricultural Advisory Services

Abstract

Agricultural extension agents play an important role in providing farmers with relevant information, technical guidance, and advisory support needed to improve agricultural production and farm management. Their competencies in communication, technical knowledge, problem-solving, farmer engagement, and use of modern extension approaches can influence the quality and effectiveness of agricultural advisory services. Assessing these competencies is therefore important for understanding the capacity of extension agents to meet the changing needs of farmers. This study will assess the competencies of extension agents in delivering agricultural advisory services. It will examine the level of knowledge, communication ability, technical skills, problem-solving capacity, and advisory practices demonstrated by extension agents in their interactions with farmers. The study will also assess the extent to which extension agents apply appropriate approaches when providing agricultural information and supporting farmers in making production decisions. The study will focus on extension agents’ technical knowledge, communication skills, information delivery, farmer engagement, problem-solving ability, use of digital extension tools, field advisory practices, and understanding of farmers’ production needs. It will examine the competencies required for effective advisory service delivery and identify areas where extension agents may require additional training, professional development, or improved extension resources. A quantitative research approach will be adopted for the study. Data will be collected from agricultural extension agents using structured questionnaires and competency assessment instruments. The data will be analysed using descriptive statistics such as frequency, percentage, mean, and standard deviation, while appropriate inferential statistical techniques may be used to examine differences in competency levels and their relationship with selected advisory service practices. The study is expected to reveal varying levels of competency among extension agents in delivering agricultural advisory services. Extension agents with stronger technical knowledge, communication skills, problem-solving abilities, and familiarity with modern extension tools may demonstrate more effective advisory practices. The findings may also identify specific competency areas where gaps exist and where additional professional training could improve the quality of services provided to farmers. The study will be useful to agricultural extension agents, farmers, agricultural development agencies, government institutions, training organisations, non-governmental organisations, and researchers. It may provide useful information for designing capacity-building programmes, improving extension service delivery, strengthening professional development, and ensuring that agricultural advisory services respond effectively to farmers’ changing information and production needs. The study concludes that the competencies of extension agents are important to the effective delivery of agricultural advisory services. It is therefore recommended that agricultural extension organisations regularly assess agents’ competencies and provide relevant training, technical resources, digital tools, and continuous professional development opportunities to strengthen their ability to provide effective and farmer-responsive advisory services.
