Effect of Extension Services on Farmers’ Adoption of Emergency Livestock Protection Measures

Abstract

Livestock production contributes significantly to food security, household income, employment, and rural livelihoods. However, livestock farmers are exposed to emergencies such as floods, droughts, fire outbreaks, disease outbreaks, extreme weather conditions, and other hazards that can threaten animal health and farm assets. Emergency livestock protection measures involve practices designed to reduce animal losses and protect livestock during unexpected events. Agricultural extension services can provide farmers with relevant information, technical guidance, and practical skills needed to prepare for and respond to livestock emergencies effectively. This study will examine the effect of extension services on farmers’ adoption of emergency livestock protection measures. The study will assess how access to extension services influences farmers’ use of appropriate measures for protecting livestock before, during, and after emergency situations. It will also examine the extent to which farmers adopt recommended practices for reducing livestock mortality, injury, disease transmission, and disruption of livestock production during emergencies. The study will focus on extension services, emergency livestock protection measures, disaster preparedness, livestock shelter protection, animal evacuation, emergency feeding, emergency water supply, disease prevention, animal identification, livestock health management, emergency communication, and farmers’ response practices. Attention will also be given to farmers’ access to extension agents, frequency of extension contact, advisory information received, and practical demonstrations relating to livestock emergency protection. A quantitative research approach will be adopted for the study. Data will be collected from livestock farmers through structured questionnaires designed to obtain information on their exposure to extension services and adoption of emergency livestock protection measures. Descriptive statistics such as frequencies, percentages, means, and standard deviations will be used to summarize the data, while correlation and regression analysis may be employed to determine the relationship between extension services and farmers’ adoption of emergency livestock protection practices. The study is expected to reveal that access to extension services may positively influence farmers’ adoption of emergency livestock protection measures. Farmers who receive regular and relevant extension advice may be more likely to prepare emergency feed and water supplies, protect livestock housing, identify safe areas for animal evacuation, maintain appropriate animal health measures, and respond promptly to emergency situations. The extent of adoption may vary according to the availability of extension services, farmers’ access to resources, and the nature of livestock production systems. The study will be useful to livestock farmers, agricultural extension agents, veterinary professionals, government agricultural agencies, livestock development organizations, non-governmental organizations, and researchers. The findings may provide useful information for strengthening extension programmes focused on livestock disaster preparedness and emergency management. The study may also assist agricultural agencies in developing practical advisory materials and training programmes that improve farmers’ ability to protect livestock during emergencies. The study concludes that extension services can play an important role in promoting farmers’ adoption of emergency livestock protection measures by providing timely information, technical guidance, and practical support. It is therefore recommended that agricultural extension agencies strengthen livestock emergency preparedness training, provide practical demonstrations of protection measures, and improve farmers’ access to timely advisory information on preventing and managing livestock losses during emergencies.
