Assessment of Accessibility Features in Public Libraries
Abstract
Public libraries serve diverse groups of users and are expected to provide equitable access to information, learning resources, technology, and community services. The accessibility of library buildings is therefore an important consideration in creating inclusive environments that can be used independently and safely by people with different physical, sensory, and mobility needs. However, barriers such as steps, narrow circulation routes, inaccessible entrances, inadequate signage, and poorly designed facilities can limit effective library use. This study assesses accessibility features in public libraries and examines their contribution to inclusive and user-friendly environments. The study focuses on major architectural accessibility features within public library facilities, including entrances, ramps, stairs, corridors, doorways, lifts, reading areas, service counters, toilets, parking areas, and circulation routes. These elements are assessed in relation to ease of access, movement, usability, safety, and independence. Attention is also given to the spatial relationship between accessible features and key library functions to determine whether users can conveniently reach important destinations without encountering unnecessary barriers. Particular emphasis is placed on accessibility for persons with mobility limitations. The assessment considers the availability and design of ramps, handrails, lifts, accessible entrances, appropriate door widths, corridor dimensions, seating arrangements, and accessible reading spaces. The study examines whether these features provide continuous and unobstructed routes between entrances, service areas, collections, study spaces, and other essential facilities. The quality and usability of accessible features are considered alongside their mere presence within the buildings. The study also considers accessibility requirements for users with visual, hearing, and other sensory needs. Clear signage, appropriate visual contrast, tactile information, readable directional indicators, audible communication systems, and understandable spatial layouts can improve independent navigation and user confidence. The assessment therefore examines how architectural and environmental features can support wayfinding and communication for a broader range of library users. In addition, the study considers the relationship between accessibility, safety, comfort, and user experience. Accessible toilets, seating areas, circulation spaces, emergency routes, service points, and technology facilities should be positioned and designed to support convenient use by diverse users. Maintenance conditions are also considered because damaged ramps, blocked pathways, malfunctioning lifts, or poorly maintained accessibility features can reduce the effectiveness of otherwise appropriate design provisions. The study aims to assess the adequacy and usability of accessibility features in public libraries and identify architectural factors that support inclusive library environments. The findings are expected to provide useful guidance for architects, library administrators, facility managers, and public authorities in evaluating existing facilities and improving accessibility during renovation or new construction. By integrating inclusive circulation, accessible facilities, sensory support, clear wayfinding, safety, and user-centred planning, public libraries can provide more equitable access to their services and resources.
