Assessment of Spatial Planning in Police Station Buildings
Abstract
Police stations are specialized public facilities that require careful spatial planning to support security, administration, investigation, public service delivery, and staff operations. Unlike conventional office buildings, police stations accommodate diverse users and activities, including police officers, detainees, complainants, visitors, and other members of the public. Effective spatial planning is therefore essential for ensuring operational efficiency, security, privacy, accessibility, and appropriate separation of different activities within the facility. This study assesses spatial planning in police station buildings, with emphasis on the organization, relationship, and functionality of major spaces. The assessment considers reception areas, public enquiry spaces, administrative offices, investigation rooms, interview rooms, detention facilities, evidence storage, staff areas, circulation spaces, service areas, and external facilities. It examines how the arrangement and connectivity of these spaces influence the efficient performance of police activities and the overall functionality of the building. Particular attention is given to zoning and the separation of public, semi-restricted, restricted, and secure areas. Effective zoning can regulate access to sensitive spaces while allowing members of the public to obtain necessary services without interfering with police operations. The study also considers circulation patterns, entrance arrangements, access control points, visibility, and the relationship between public and staff circulation routes as important factors in maintaining operational security. The research further examines spatial requirements associated with detainee management, investigations, evidence handling, and staff activities. Appropriate separation between detention areas, investigation spaces, administrative offices, and public facilities can improve privacy, security, and operational control. Adequate storage, secure service areas, staff welfare spaces, and efficient connections between related functions are also considered important components of effective police station planning. Accessibility, safety, environmental quality, and user experience are additional considerations in the assessment. Police stations should provide accessible entrances, clear wayfinding, adequate waiting areas, appropriate lighting and ventilation, emergency exits, and safe circulation routes for different categories of users. The design should also provide a suitable balance between institutional security and a welcoming public interface, particularly in areas where members of the community seek assistance or report incidents. The study concludes that effective spatial planning is fundamental to the functional performance, security, and public usability of police station buildings. Appropriate zoning, circulation, access control, functional relationships, privacy, and provision of supporting facilities can improve operational efficiency while enhancing safety and user experience. The findings are expected to provide useful guidance for architects, planners, security agencies, and policymakers involved in the planning, design, and improvement of police station facilities.
