Abstract
Street lighting is an important component of residential neighbourhood design because it influences visibility, movement, comfort, and perceptions of safety after dark. Adequately illuminated streets can improve the visibility of pedestrians, vehicles, entrances, pathways, and surrounding spaces, while poorly lit areas may create dark spots and reduce residents' confidence in using outdoor spaces at night. The quality and distribution of street lighting are therefore important considerations in creating residential environments that are accessible, functional, and perceived as secure. This study assesses the relationship between street lighting and perceived safety in residential areas. It focuses on how lighting intensity, uniformity, coverage, positioning, and consistency influence residents' perceptions of security during nighttime activities. Attention is also given to the relationship between street lighting and pedestrian movement, social interaction, access to residential buildings, and the use of neighbourhood spaces after dark. The study considers perceived safety as an important aspect of residential environmental quality. The effectiveness of street lighting depends not only on the amount of illumination provided but also on how lighting is distributed throughout the neighbourhood. Poorly positioned light fixtures, excessive spacing between poles, obstructed light sources, and uneven illumination can create areas of reduced visibility. Appropriate fixture height, spacing, direction, and illumination levels can provide clearer views along streets and pedestrian routes while reducing areas that may be perceived as unsafe. The study also examines how street lighting interacts with other elements of residential design. Building entrances, boundary walls, vegetation, sidewalks, parking areas, intersections, and public open spaces can influence the effectiveness of lighting systems. Well-coordinated lighting and neighbourhood design can improve visibility and support natural surveillance, while poorly maintained vegetation or physical obstructions may reduce the benefits of existing lighting infrastructure. Regular maintenance is therefore important for sustaining lighting performance. Residents' perceptions of safety may also vary according to age, gender, frequency of nighttime movement, familiarity with the neighbourhood, and the nature of activities undertaken after dark. Perceived safety may not always correspond directly with measured lighting levels, making user perception an important consideration in neighbourhood assessment. Understanding these differences can help designers and planning authorities develop lighting strategies that respond to both physical conditions and the experiences of residents. The study aims to evaluate the role of street lighting in enhancing perceived safety within residential areas and to identify design and management factors that influence nighttime environmental quality. It is expected to contribute to improved approaches to residential street-lighting design by highlighting the importance of adequate illumination, uniform distribution, visibility, maintenance, and integration with surrounding architectural and landscape features. The findings can provide useful guidance for architects, urban designers, planners, local authorities, and housing developers in creating safer and more comfortable residential environments.
