Relationship Between Community Participation and Public Building Acceptance
Abstract
The study examines the relationship between community participation and public building acceptance, with emphasis on how the involvement of community members in the planning and design process influences their perception, use, and acceptance of public buildings. Community participation provides opportunities for intended users to express their needs, preferences, concerns, and expectations before and during the development of public facilities. Understanding this relationship is important for promoting public buildings that are socially responsive, functional, accessible, and suitable for the communities they serve. The study will assess the level of community participation in the planning and development of selected public buildings and examine its relationship with public building acceptance. Attention will be given to participation through community meetings, consultations, interviews, questionnaires, design discussions, and other forms of stakeholder engagement. Public building acceptance will be assessed based on users’ perception, willingness to use the facility, satisfaction, sense of ownership, perceived relevance, accessibility, and compatibility with community needs and expectations. A descriptive cross-sectional research design will be adopted for the study. An appropriate sample of community members and relevant stakeholders associated with selected public buildings will be selected using a suitable sampling technique. Data will be collected through structured questionnaires, interviews, field observations, and review of relevant planning or project documents where available. The collected data will be analyzed using descriptive statistics such as frequency, percentage, mean, and standard deviation, while appropriate correlation or inferential techniques will be applied to determine the relationship between community participation and public building acceptance. The study is expected to reveal a positive relationship between meaningful community participation and acceptance of public buildings among intended users. Buildings whose planning processes provide opportunities for community members to contribute their views may demonstrate higher levels of perceived relevance, satisfaction, usability, and sense of ownership. Limited participation may be associated with concerns about unsuitable facilities, inadequate consideration of local needs, poor usability, or reduced willingness to use and support the buildings. The extent of this relationship may also be influenced by building function, community characteristics, project scale, communication processes, and the extent to which community contributions are incorporated into planning decisions. The findings will be useful to architects, urban planners, developers, local authorities, community development organizations, and other stakeholders involved in the planning and delivery of public buildings. The study may provide useful information for strengthening participatory approaches to architectural planning and improving communication between professionals and community members. It may also support the development of public facilities that are more responsive to local needs, socially accepted, accessible, functional, and capable of encouraging continued community use and engagement. The study will conclude by establishing the relationship between community participation and public building acceptance and highlighting the importance of involving intended users in relevant stages of public building planning and development. It is recommended that architects, planners, and development stakeholders adopt appropriate participatory approaches that allow communities to communicate their needs and contribute to planning decisions. Further studies should examine community participation and building acceptance across different types of public facilities and communities to provide broader evidence for participatory architectural planning.
