The Effect of Police Station Layout on Staff and Visitor Circulation
Abstract
Police stations accommodate different categories of users, including police officers, administrative staff, detainees, complainants, visitors, and service personnel, each with distinct movement requirements. The layout of a police station can significantly influence how efficiently these users move between spaces and interact with different functional areas. Poorly organized circulation may result in congestion, unnecessary movement, privacy concerns, and conflicts between public and operational activities, making circulation planning an important aspect of police station design. This study examines the effect of police station layout on staff and visitor circulation, focusing on the relationship between spatial organization and movement patterns. The study considers the arrangement of entrances, reception areas, offices, interview rooms, investigation spaces, detention areas, staff facilities, service zones, and circulation routes. It assesses how the location and connectivity of these spaces influence the ease, efficiency, safety, and clarity of movement within police station buildings. Particular attention is given to the separation of public and staff circulation systems. Visitors should be able to access reception, enquiry, reporting, and other public areas without unnecessarily entering restricted operational zones. Similarly, police officers require efficient routes between administrative offices, investigation areas, detention facilities, evidence storage, and other operational spaces. Appropriate zoning and circulation hierarchy can therefore reduce movement conflicts while improving security and operational efficiency. The study further considers the influence of entrance configuration, corridor arrangement, spatial connectivity, wayfinding, and visibility on user movement. Clearly identifiable entrances and reception points can assist visitors in understanding the building and reaching required destinations, while well-connected internal spaces can reduce unnecessary travel for staff. Adequate corridor widths, strategically positioned circulation nodes, signage, and visual cues are also considered important for supporting efficient movement. Safety, accessibility, privacy, and emergency movement are additional considerations in assessing police station circulation. Circulation routes should accommodate different users, including persons with mobility limitations, while maintaining appropriate security controls between public and restricted areas. Emergency exits and evacuation routes should also be clearly defined and accessible, without compromising the controlled movement required within sensitive operational spaces. The study concludes that police station layout has an important influence on the efficiency and quality of staff and visitor circulation. Effective spatial zoning, clear circulation hierarchy, appropriate entrance placement, functional connectivity, wayfinding, and separation of public and restricted movement can improve operational performance and user experience. The findings are expected to provide useful guidance for architects, planners, police authorities, and facility managers in developing police stations with safe, accessible, efficient, and well-organized circulation systems.
