Effect of Construction Safety Education on Personal Protective Equipment Use among Construction Workers in Nigeria
Abstract
Construction work is an important component of economic and infrastructure development in Nigeria but is associated with substantial occupational hazards that may result in injuries, disabilities, and other adverse health outcomes. Construction workers may be exposed to hazards such as falls from heights, falling objects, machinery, electrical equipment, dust, chemicals, noise, vibration, and unsafe working surfaces. Personal protective equipment (PPE) provides an important line of defence against several occupational hazards when appropriately selected, correctly used, and properly maintained. Construction safety education provides workers with information and practical skills relating to hazard identification, safe work procedures, appropriate selection and use of PPE, equipment inspection, fall prevention, electrical safety, material handling, emergency response, and other construction safety measures. Personal protective equipment use refers to the availability, appropriate selection, correct wearing, consistent use, maintenance, and replacement of protective equipment such as helmets, safety footwear, gloves, high-visibility clothing, eye protection, hearing protection, respiratory protection, and fall-protection equipment where required. In Nigeria, inadequate construction safety knowledge, limited availability of PPE, discomfort associated with protective equipment, cost constraints, weak supervision, production pressures, and inadequate enforcement of occupational safety requirements may affect PPE use among construction workers. Effective construction safety education may improve workers' knowledge, risk perception, practical skills, and compliance with recommended PPE practices. Against this background, this study investigates the effect of construction safety education on personal protective equipment use among construction workers in Nigeria. The study is anchored on Social Cognitive Theory, the Health Belief Model, and the Knowledge-Attitude-Practice framework. Social Cognitive Theory emphasizes the interaction between knowledge, self-efficacy, behavioural capabilities, social influences, and environmental conditions in shaping occupational safety behaviour. The Health Belief Model explains preventive occupational health behaviour through perceived susceptibility, perceived severity, perceived benefits, perceived barriers, and cues to action, providing a basis for understanding construction workers' decisions to use PPE. The Knowledge-Attitude-Practice framework provides a basis for examining how improved knowledge and attitudes resulting from construction safety education may influence PPE use. Collectively, these theoretical perspectives provide a suitable framework for explaining how construction safety education may influence personal protective equipment use among construction workers in Nigeria. The study will adopt a quantitative quasi-experimental research design. Primary data will be collected from construction workers on selected construction sites in Nigeria using a structured self-administered or interviewer-administered questionnaire and an observational PPE-use checklist. A multistage sampling technique will be employed to select states, construction companies, construction sites, work units, and eligible construction workers. Where feasible, selected construction sites or worker groups will be assigned to intervention and comparison groups. Workers in the intervention group will receive structured construction safety education covering construction hazards, safe work procedures, appropriate PPE selection, correct PPE use and maintenance, fall prevention, electrical safety, material handling, housekeeping, emergency response, accident reporting, and other relevant occupational safety practices. PPE use will be assessed using indicators such as availability and correct use of safety helmets, safety footwear, gloves, high-visibility clothing, eye protection, hearing protection, respiratory protection, and fall-protection equipment where appropriate to the specific work activity. Assessment will consider consistency, correctness, and appropriateness of PPE use. Descriptive statistics will be used to summarize workers' sociodemographic and occupational characteristics, construction safety knowledge, exposure to education, and PPE-use practices. Inferential statistical techniques, including chi-square tests, paired-sample tests, independent-sample tests, and logistic or multiple regression analysis, will be used to determine the effect of construction safety education on PPE use. Where appropriate, observational PPE compliance scores will be compared before and after the intervention. Diagnostic tests will also be conducted to assess the reliability of the research instrument, model assumptions, goodness of fit, and robustness of the findings. The study is expected to find that construction safety education has a significant positive effect on personal protective equipment use among construction workers in Nigeria. Construction workers exposed to structured safety education are expected to demonstrate improved knowledge of construction hazards and greater compliance with recommended PPE practices. Education may improve workers' understanding of appropriate protective equipment, increase awareness of occupational risks, strengthen correct PPE use, and encourage consistent use during hazardous construction activities. However, education alone may not guarantee sustained PPE use because construction workers may continue to experience barriers such as inadequate supply of PPE, cost constraints, discomfort, unsuitable equipment sizes, hot working conditions, production pressures, inadequate supervision, and weak enforcement of safety requirements. Consequently, construction safety education is expected to be most effective when supported by reliable provision of appropriate PPE, routine safety supervision, site inspections, effective safety policies, practical demonstrations, equipment maintenance, and strong organizational commitment to occupational safety. The study is expected to contribute to the literature on construction safety, occupational health, workplace injury prevention, PPE compliance, health education, industrial safety, and public health in Nigeria by providing empirical evidence on the effect of construction safety education on personal protective equipment use among construction workers. The findings will provide useful information to the Federal Ministry of Labour and Employment, Federal Ministry of Works, construction companies, contractors, labour unions, occupational health professionals, workplace safety officers, public health practitioners, development partners, and policymakers regarding strategies for improving construction-site safety. The study will also provide evidence-based recommendations for strengthening construction safety education, improving access to appropriate PPE, integrating practical PPE demonstrations into worker training, strengthening site-level safety supervision and inspection, enforcing occupational safety requirements, and promoting a strong safety culture within the Nigerian construction industry.
