Effect of Motorcycle Safety Education on Helmet Use among Commercial Motorcyclists in Nigeria

Abstract

Motorcycle transportation plays an important role in providing affordable and accessible mobility in Nigeria, particularly in urban, peri-urban, and rural communities. However, commercial motorcyclists are exposed to significant risks of road traffic crashes and motorcycle-related injuries. Head injuries are among the most serious consequences of motorcycle crashes, and appropriate helmet use can substantially reduce the risk and severity of head and brain injuries. Motorcycle safety education provides commercial motorcyclists with information about motorcycle-related hazards, traffic regulations, crash risks, the protective benefits of helmets, appropriate helmet selection, correct helmet fitting and fastening, helmet maintenance and replacement, defensive riding, speed management, and other safe riding practices. Helmet use refers to the correct, consistent, and appropriate wearing of an approved protective helmet while operating a motorcycle. In Nigeria, inconsistent helmet use among commercial motorcyclists may be influenced by inadequate safety knowledge, misconceptions about helmets, discomfort, hot weather conditions, cost and availability of appropriate helmets, established riding habits, passenger-related considerations, and inconsistent enforcement of traffic regulations. Effective motorcycle safety education may improve riders' knowledge, risk perception, attitudes, and compliance with recommended helmet-use practices. Against this background, this study investigates the effect of motorcycle safety education on helmet use among commercial motorcyclists in Nigeria. The study is anchored on the Health Belief Model, Social Cognitive Theory, and Knowledge-Attitude-Practice framework. The Health Belief Model explains preventive safety behaviour through perceived susceptibility, perceived severity, perceived benefits, perceived barriers, and cues to action, providing a basis for understanding commercial motorcyclists' decisions to use helmets. Social Cognitive Theory emphasizes the interaction between knowledge, self-efficacy, social influences, behavioural capabilities, and environmental conditions in shaping motorcycle safety behaviour. The Knowledge-Attitude-Practice framework provides a basis for examining how improved knowledge and attitudes resulting from motorcycle safety education may influence helmet use. Collectively, these theoretical perspectives provide a suitable framework for explaining how motorcycle safety education may influence helmet-use practices among commercial motorcyclists in Nigeria. The study will adopt a quantitative quasi-experimental research design. Primary data will be collected from commercial motorcyclists operating in selected urban, peri-urban, and rural communities in Nigeria using a structured interviewer-administered questionnaire and an observational helmet-use checklist. A multistage sampling technique will be employed to select states, local government areas, motor parks, motorcycle terminals, commercial routes, motorcycle operators' associations, and eligible commercial motorcyclists. Where feasible, selected rider groups or motorcycle terminals will be assigned to intervention and comparison groups. Motorcyclists in the intervention group will receive structured motorcycle safety education covering motorcycle-related hazards, traffic regulations, crash prevention, helmet selection, correct helmet fitting and fastening, helmet maintenance and replacement, defensive riding, speed management, fatigue management, passenger safety, and other relevant motorcycle safety practices. Helmet use will be assessed using indicators such as consistent helmet use while riding, correct helmet positioning and fastening, use of an appropriate protective helmet, helmet use during short and long journeys, and observed compliance where feasible. Descriptive statistics will be used to summarize motorcyclists' sociodemographic and occupational characteristics, motorcycle safety knowledge, exposure to education, and helmet-use practices. Inferential statistical techniques, including chi-square tests, paired-sample tests, independent-sample tests, and logistic or multiple regression analysis, will be used to determine the effect of motorcycle safety education on helmet use. Where appropriate, observational helmet compliance rates will be compared before and after the intervention. Diagnostic tests will also be conducted to assess the reliability of the research instrument, model assumptions, goodness of fit, and robustness of the findings. The study is expected to find that motorcycle safety education has a significant positive effect on helmet use among commercial motorcyclists in Nigeria. Motorcyclists exposed to structured safety education are expected to demonstrate improved knowledge of motorcycle-related risks and greater compliance with recommended helmet-use practices. Education may increase awareness of the protective benefits of helmets, improve riders' understanding of correct helmet use, correct misconceptions about helmet effectiveness, and encourage consistent helmet use during both short and long journeys. However, education alone may not guarantee sustained helmet use because riders may continue to experience barriers such as discomfort, hot weather conditions, cost, limited availability of appropriate helmets, established riding habits, passenger expectations, and inconsistent enforcement of safety regulations. Consequently, motorcycle safety education is expected to be most effective when supported by affordable and accessible approved helmets, consistent enforcement of helmet regulations, regular rider training, motorcycle safety inspections, transport association involvement, and continuous road safety campaigns. The study is expected to contribute to the literature on motorcycle safety, helmet use, road traffic injury prevention, occupational health, road safety education, driver and rider behaviour, and public health in Nigeria by providing empirical evidence on the effect of motorcycle safety education on helmet use among commercial motorcyclists. The findings will provide useful information to the Federal Road Safety Corps, Federal Ministry of Transportation, state transport authorities, motorcycle operators' associations, local government authorities, road safety organizations, public health practitioners, rider training institutions, development partners, and policymakers regarding strategies for improving helmet compliance and reducing motorcycle-related injuries. The study will also provide evidence-based recommendations for strengthening motorcycle safety education, integrating helmet-use training into commercial motorcyclist programmes, improving access to appropriate protective helmets, strengthening enforcement of helmet regulations, promoting continuous rider education, and reducing preventable motorcycle-related head injuries across Nigeria.
