Impact of Disaster Risk Education on Disaster Preparedness Practices among Residents of Flood-Prone Communities in Nigeria

Abstract

Disasters, particularly floods, pose significant threats to human health, livelihoods, infrastructure, and community wellbeing in Nigeria. Residents of flood-prone communities may experience displacement, injuries, loss of property, disruption of essential services, contamination of water sources, food insecurity, and increased exposure to infectious diseases during and after flood events. Disaster risk education provides community residents with information and practical knowledge about disaster risks, early warning signs, preparedness measures, emergency planning, evacuation procedures, household risk reduction, emergency supplies, communication systems, and appropriate actions before, during, and after a disaster. Disaster preparedness practices refer to the behaviours and actions adopted by individuals and households to prepare for and respond effectively to disasters, including development of emergency plans, preparation of emergency supplies, identification of evacuation routes and safe locations, protection of important documents and household assets, participation in community preparedness activities, attention to early-warning information, and timely evacuation when necessary. In Nigeria, inadequate disaster preparedness among residents of flood-prone communities may be associated with limited awareness of disaster risks, inadequate early-warning information, previous experiences and perceptions of flooding, poverty, inadequate infrastructure, weak community preparedness systems, and limited access to emergency resources. Effective disaster risk education may improve residents' understanding of disaster risks and encourage the adoption of appropriate preparedness practices. Against this background, this study investigates the impact of disaster risk education on disaster preparedness practices among residents of flood-prone communities in Nigeria. The study is anchored on the Health Belief Model, Social Cognitive Theory, and the Knowledge-Attitude-Practice framework. The Health Belief Model provides a framework for understanding residents' adoption of disaster preparedness practices through perceived susceptibility to flood hazards, perceived severity of potential consequences, perceived benefits of preparedness, perceived barriers, and cues to action. Social Cognitive Theory emphasizes the interaction between knowledge, self-efficacy, observational learning, social influences, environmental conditions, and preparedness behaviour. The Knowledge-Attitude-Practice framework provides a basis for examining how disaster risk education may improve residents' knowledge and attitudes and translate these improvements into appropriate preparedness practices. Collectively, these theoretical perspectives provide a suitable framework for explaining how disaster risk education may influence disaster preparedness practices among residents of flood-prone communities in Nigeria. The study will adopt a quantitative quasi-experimental research design. Primary data will be collected from residents of selected flood-prone communities in Nigeria using a structured interviewer-administered questionnaire, disaster-risk knowledge assessment, and standardized disaster preparedness practice checklist. A multistage sampling technique will be employed to select states, local government areas, flood-prone communities, households, and eligible adult residents. Where feasible, selected communities will be assigned to intervention and comparison groups. Residents in the intervention communities will receive structured disaster risk education through community meetings, household sensitization, practical demonstrations, simulation exercises, visual materials, and participatory preparedness activities. The education will cover flood risks and warning signs, household emergency planning, early-warning systems, evacuation procedures, identification of safe locations, emergency communication, preparation of emergency kits, protection of important documents and household property, safe water and sanitation during disasters, basic first aid, and appropriate actions before, during, and after flooding. Disaster preparedness practices will be assessed using indicators such as possession of emergency supplies, development of household emergency plans, identification of evacuation routes and safe locations, access to emergency contacts, participation in community preparedness activities, protection of important documents, response to early-warning information, and timely evacuation during flood emergencies. Where feasible, direct household observation and inspection of selected preparedness materials will complement self-reported information. Descriptive statistics will be used to summarize residents' sociodemographic characteristics, previous flood experience, exposure to disaster education, disaster-risk knowledge, and preparedness practice scores. Inferential statistical techniques, including chi-square tests, paired-sample tests, independent-sample tests, and multiple regression analysis, will be used to determine the impact of disaster risk education on disaster preparedness practices. Where appropriate, preparedness practices before and after the intervention will be compared. Diagnostic tests will also be conducted to assess the reliability of the research instruments, model assumptions, goodness of fit, and robustness of the findings. The study is expected to find that disaster risk education has a significant positive impact on disaster preparedness practices among residents of flood-prone communities in Nigeria. Residents exposed to structured disaster risk education are expected to demonstrate improved knowledge of flood hazards, early-warning information, evacuation procedures, emergency planning, and household risk-reduction measures. Education is expected to encourage greater preparation of emergency supplies, development of household emergency plans, identification of evacuation routes and safe locations, protection of important documents, participation in community preparedness activities, and timely response to early warnings. Practical and participatory education, including evacuation drills and community simulations, is expected to be particularly effective in translating knowledge into preparedness behaviour. However, education alone may not guarantee adequate preparedness because residents may continue to face structural barriers such as poverty, inadequate emergency resources, poor roads and drainage systems, limited access to reliable early-warning information, weak communication networks, and insufficient designated evacuation facilities. Consequently, disaster risk education may be most effective when supported by functional early-warning systems, accessible emergency resources, community evacuation plans, adequate infrastructure, regular disaster drills, and coordinated disaster-management programmes. The study is expected to contribute to the literature on disaster risk education, disaster preparedness, flood preparedness, community resilience, environmental health, emergency management, health education, disaster health, and public health in Nigeria by providing empirical evidence on the impact of disaster risk education on preparedness practices among residents of flood-prone communities. The findings will provide useful information to the National Emergency Management Agency, state emergency management agencies, the Federal Ministry of Health and Social Welfare, state ministries of health and environment, local government authorities, community development organizations, disaster-management practitioners, public health practitioners, environmental health officers, health educators, development partners, and policymakers regarding strategies for strengthening community disaster preparedness. The study will also provide evidence-based recommendations for integrating disaster risk education into community health and disaster-management programmes, strengthening early-warning systems, improving household and community emergency planning, conducting regular evacuation drills, expanding community preparedness programmes, improving access to emergency resources, and promoting sustainable disaster preparedness practices among residents of flood-prone communities in Nigeria.
