Impact of Stakeholder Engagement Training on Stakeholder Communication Skills among Public Health Students in Nigeria

Abstract

Stakeholder engagement is an important component of public health practice because effective health programmes require meaningful communication and collaboration among communities, healthcare providers, government agencies, non-governmental organizations, community leaders, development partners, and other relevant stakeholders. Public health students require adequate stakeholder engagement competencies to communicate health priorities, understand stakeholder interests, build partnerships, manage expectations, and support collaborative decision-making. However, limited practical exposure to stakeholder engagement, inadequate communication training, insufficient field experience, and difficulty managing diverse stakeholder perspectives may affect students' ability to communicate effectively with stakeholders. Stakeholder engagement training provides an opportunity to strengthen students' knowledge and practical skills in stakeholder identification, communication, consultation, negotiation, collaboration, and relationship management. Against this background, this study investigates the impact of stakeholder engagement training on stakeholder communication skills among public health students in Nigeria. The study will be anchored on Experiential Learning Theory, Social Cognitive Theory, and Stakeholder Theory. Experiential Learning Theory emphasizes learning through practical experience, reflection, observation, and application, making it relevant to stakeholder-engagement training involving simulations, role-play, and field activities. Social Cognitive Theory explains how observational learning, modelling, self-efficacy, feedback, and reinforcement may influence students' development of effective stakeholder communication skills. Stakeholder Theory emphasizes the importance of identifying and understanding the interests, expectations, influence, and contributions of different stakeholders in achieving organizational and public health objectives. Collectively, these theoretical perspectives provide a suitable framework for explaining how stakeholder engagement training may influence stakeholder communication skills among public health students in Nigeria. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise undergraduate and postgraduate public health students enrolled in selected universities and other accredited tertiary institutions offering public health programmes in Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, institutions, public health departments, academic levels, and eligible students. Stakeholder engagement training will be assessed using indicators such as exposure to stakeholder-engagement training sessions, frequency and duration of training, stakeholder identification exercises, stakeholder mapping, communication planning, active listening, consultation techniques, negotiation, conflict management, collaborative decision-making, community-entry procedures, stakeholder meeting simulations, role-play activities, field-based engagement exercises, and feedback sessions. Stakeholder communication skills will be assessed using indicators such as ability to identify relevant stakeholders, communicate public health information clearly, adapt communication to different stakeholder groups, demonstrate active listening, ask appropriate questions, present health information effectively, manage stakeholder expectations, respond appropriately to concerns, negotiate effectively, manage disagreements, facilitate stakeholder meetings, document stakeholder feedback, and maintain professional communication relationships. Data will be collected using structured questionnaires, stakeholder communication knowledge tests, standardized communication-skills assessment tools, role-play or simulation checklists, case scenarios, and pre-test and post-test assessments where a quasi-experimental intervention is adopted. Descriptive statistics will be used to summarize students' demographic and academic characteristics, previous field experience, exposure to stakeholder engagement activities, and baseline communication skills. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and logistic or multiple regression analysis where appropriate, will be used to determine the impact of stakeholder engagement training on stakeholder communication skills. Where a quasi-experimental design is adopted, communication-skill scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the training. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that stakeholder engagement training has a significant positive impact on stakeholder communication skills among public health students in Nigeria. Students exposed to structured and practical stakeholder engagement training are expected to demonstrate greater ability to communicate effectively with different stakeholder groups than students without comparable training. Training may improve students' ability to identify stakeholder interests, communicate health information clearly, listen actively, respond to concerns, manage expectations, negotiate, resolve disagreements, and incorporate stakeholder feedback into public health activities. Role-play, simulations, stakeholder-meeting exercises, and supervised field activities may further improve students' confidence and ability to apply communication skills in realistic public health situations. However, limited opportunities for practical engagement, large student groups, inadequate supervision, limited access to community and institutional stakeholders, and insufficient training resources may reduce the effectiveness of training alone. The study therefore expects practical, competency-based, field-oriented, and adequately supervised stakeholder engagement training to contribute significantly to improved stakeholder communication skills among public health students in Nigeria. The study is expected to contribute to the literature on public health education, stakeholder engagement, health communication, community participation, public health competencies, collaborative health programme planning, leadership, health promotion, and experiential learning in Nigeria. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Federal Ministry of Education, universities, schools of public health, public health departments, professional and accreditation bodies, healthcare organizations, non-governmental organizations, community-based organizations, development partners, and policymakers regarding strategies for strengthening public health students' practical competencies. The study will also provide evidence-based recommendations for integrating structured stakeholder engagement training into public health curricula, expanding role-play and simulation activities, strengthening field-based stakeholder engagement opportunities, improving communication-skills assessment, increasing supervised community engagement, and developing competency-based training programmes that prepare public health students for effective collaboration and communication with diverse stakeholders across Nigeria.
