Influence of Emergency Preparedness Education on Emergency Response Practices among Healthcare Workers in Nigeria

Abstract

Emergency preparedness is an essential component of effective healthcare delivery because healthcare workers are often required to respond to medical emergencies, disease outbreaks, disasters, mass-casualty incidents, and other critical events. Effective emergency response can reduce preventable complications, improve patient outcomes, protect healthcare workers, and strengthen the resilience of healthcare facilities. In Nigeria, healthcare facilities may face challenges such as inadequate emergency preparedness training, limited emergency equipment and supplies, insufficient staffing, weak emergency-response protocols, poor communication systems, and limited opportunities for practical emergency drills. Emergency preparedness education provides healthcare workers with relevant knowledge and practical skills relating to emergency recognition, risk assessment, triage, basic life support, infection prevention and control, emergency communication, evacuation procedures, disaster response, mass-casualty management, emergency equipment use, referral procedures, and coordination with relevant emergency services. Emergency response practices refer to the actions and procedures healthcare workers undertake during emergency situations, including prompt assessment, appropriate triage, patient stabilization, activation of emergency protocols, infection prevention measures, effective communication, documentation, referral, evacuation where necessary, and coordination with emergency response teams. Effective emergency preparedness education may improve healthcare workers' knowledge, practical competencies, confidence, and adherence to established emergency-response procedures. Against this background, this study investigates the influence of emergency preparedness education on emergency response practices among healthcare workers in Nigeria. The study is anchored on Social Cognitive Theory, the Health Belief Model, and the Knowledge-Attitude-Practice framework. Social Cognitive Theory emphasizes the interaction between knowledge, self-efficacy, behavioural capabilities, social influences, and environmental conditions in shaping emergency response behaviour. The Health Belief Model explains preparedness and preventive behaviour through perceived susceptibility, perceived severity, perceived benefits, perceived barriers, and cues to action, providing a basis for understanding healthcare workers' readiness to respond to emergencies. The Knowledge-Attitude-Practice framework provides a basis for examining how improved knowledge and attitudes resulting from emergency preparedness education may influence emergency response practices. Collectively, these theoretical perspectives provide a suitable framework for explaining how emergency preparedness education may influence emergency response practices among healthcare workers in Nigeria. The study will adopt a quantitative quasi-experimental research design. Primary data will be collected from healthcare workers in selected public and private healthcare facilities in Nigeria using a structured self-administered questionnaire, emergency preparedness knowledge assessment, and an observational emergency-response checklist. A multistage sampling technique will be employed to select states, local government areas, healthcare facilities, departments, and eligible healthcare workers. Where feasible, selected healthcare facilities or healthcare worker groups will be assigned to intervention and comparison groups. Healthcare workers in the intervention group will receive structured emergency preparedness education covering emergency recognition, risk assessment, triage, basic life support, infection prevention and control, emergency communication, evacuation procedures, disaster response, mass-casualty management, emergency equipment use, referral procedures, and coordination with emergency services. Emergency response practices will be assessed using indicators such as prompt emergency assessment, appropriate triage, activation of emergency protocols, patient stabilization, infection prevention and control, emergency communication, documentation, referral, evacuation procedures, and adherence to facility emergency-response protocols. Descriptive statistics will be used to summarize healthcare workers' sociodemographic and professional characteristics, emergency preparedness knowledge, exposure to education, and emergency response practices. Inferential statistical techniques, including chi-square tests, paired-sample tests, independent-sample tests, and logistic or multiple regression analysis, will be used to determine the influence of emergency preparedness education on emergency response practices. Where appropriate, pre-intervention and post-intervention emergency response scores will be compared. Diagnostic tests will also be conducted to assess the reliability of the research instruments, model assumptions, goodness of fit, and robustness of the findings. The study is expected to find that emergency preparedness education has a significant positive influence on emergency response practices among healthcare workers in Nigeria. Healthcare workers exposed to structured emergency preparedness education are expected to demonstrate improved knowledge, practical competencies, confidence, and adherence to recommended emergency-response procedures. Education may improve emergency recognition, triage, patient stabilization, infection prevention and control, emergency communication, documentation, referral, evacuation procedures, and coordination during emergency situations. It may also improve healthcare workers' familiarity with facility emergency plans and their ability to respond systematically during critical events. However, education alone may not guarantee effective emergency response because healthcare facilities may continue to face challenges such as inadequate emergency equipment, insufficient staffing, limited medical supplies, overcrowding, weak communication systems, poorly developed emergency protocols, and limited opportunities for practical drills and simulations. Consequently, emergency preparedness education is expected to be most effective when supported by functional emergency equipment, adequate staffing, regular emergency drills and simulations, clearly defined emergency-response protocols, effective communication systems, and continuous institutional preparedness programmes. The study is expected to contribute to the literature on emergency preparedness, healthcare worker safety, disaster preparedness, emergency response, health education, healthcare quality, occupational health, and public health in Nigeria by providing empirical evidence on the influence of emergency preparedness education on emergency response practices among healthcare workers. The findings will provide useful information to the Federal Ministry of Health and Social Welfare, Nigeria Centre for Disease Control and Prevention, National Primary Health Care Development Agency, state ministries of health, healthcare facility managers, emergency medical services, disaster management agencies, professional healthcare associations, occupational health professionals, public health practitioners, development partners, and policymakers regarding strategies for strengthening emergency preparedness within Nigerian healthcare facilities. The study will also provide evidence-based recommendations for integrating emergency preparedness education into healthcare worker training and continuing professional development, conducting regular emergency drills and simulation exercises, strengthening facility emergency-response protocols, improving access to emergency equipment and supplies, enhancing emergency communication and coordination, and building resilient emergency response systems across healthcare facilities in Nigeria.
