Influence of Road Safety Education on Road Safety Practices among Commercial Motorcyclists in Nigeria

Abstract

Road traffic injuries are an important public health concern in Nigeria and contribute substantially to preventable deaths, disabilities, and economic losses. Commercial motorcyclists are particularly vulnerable to road traffic crashes because of frequent exposure to traffic hazards, long working hours, road congestion, poor road conditions, inadequate protective equipment, and risky road-use behaviours. Road safety practices include compliance with traffic regulations, use of protective helmets, adherence to speed limits, avoidance of alcohol and drug use while riding, proper motorcycle maintenance, use of appropriate riding equipment, observance of traffic signs, and safe overtaking and lane-use behaviours. Road safety education is an important intervention for improving road users' knowledge of traffic regulations, hazard recognition, defensive riding, crash prevention, and appropriate responses to road emergencies. In Nigeria, inadequate road safety knowledge, poor enforcement of traffic regulations, economic pressures, risky riding behaviours, inadequate access to safety information, and inconsistent use of protective equipment may increase the risk of road traffic injuries among commercial motorcyclists. Providing effective and practical road safety education may improve motorcyclists' knowledge and encourage safer road-use behaviours. Against this background, this study investigates the influence of road safety education on road safety practices among commercial motorcyclists in Nigeria. The study is anchored on the Health Belief Model (HBM), Social Cognitive Theory (SCT), and Theory of Planned Behavior (TPB). The Health Belief Model explains preventive behaviour through perceived susceptibility, perceived severity, perceived benefits, perceived barriers, and cues to action, providing a basis for understanding motorcyclists' decisions to adopt safer riding practices. Social Cognitive Theory emphasizes the interaction between knowledge, personal beliefs, behavioural capabilities, environmental influences, and observational learning in shaping behaviour. The Theory of Planned Behavior proposes that attitudes, subjective norms, and perceived behavioral control influence behavioural intentions and subsequent actions, including compliance with road safety practices. Collectively, these theoretical perspectives provide a comprehensive framework for explaining how road safety education may influence road safety practices among commercial motorcyclists in Nigeria. The study adopts a quantitative cross-sectional research design. Primary data will be collected from registered and active commercial motorcyclists in selected urban and semi-urban communities in Nigeria using a structured interviewer-administered questionnaire and, where feasible, a structured observational checklist. A multistage sampling technique will be employed to select states, local government areas, motor parks, commercial motorcycle operating locations, and eligible motorcyclists. Road safety education will be measured using exposure to road safety training, knowledge of traffic regulations, awareness of road hazards, knowledge of defensive riding techniques, understanding of speed-limit requirements, knowledge of helmet use, and awareness of the consequences of unsafe riding. Road safety practices will be assessed using helmet use, compliance with traffic signs and signals, speed control, avoidance of mobile-phone use while riding, avoidance of alcohol or psychoactive substances while riding, safe overtaking, proper lane use, motorcycle maintenance, and adherence to other applicable traffic regulations. Descriptive statistics will be used to summarize respondents' sociodemographic and occupational characteristics, exposure to road safety education, and road safety practices. Inferential statistical techniques, including chi-square tests, correlation analysis, and multiple regression or logistic regression analysis, will be employed to determine the influence of road safety education on road safety practices. Appropriate diagnostic tests will also be conducted to assess multicollinearity, model specification, goodness of fit, and the robustness of the findings. The study anticipates that road safety education will have a significant positive influence on road safety practices among commercial motorcyclists in Nigeria. Motorcyclists with greater exposure to appropriate road safety education are expected to demonstrate better knowledge of traffic regulations and greater compliance with recommended safety practices. Road safety education may encourage consistent helmet use, appropriate speed management, safer overtaking, compliance with traffic signs, avoidance of distracted riding, and regular motorcycle maintenance. It may also improve motorcyclists' ability to recognize hazardous road conditions and adopt defensive riding techniques. However, education alone may not guarantee safe riding behaviour because motorcyclists may face economic pressures, poor road conditions, traffic congestion, inadequate enforcement of traffic regulations, limited access to quality helmets and protective equipment, and occupational demands that encourage risky practices. Consequently, road safety education is expected to be more effective when supported by consistent enforcement, improved road infrastructure, accessible safety equipment, and sustained monitoring. This study is expected to contribute to the literature on road traffic injury prevention, occupational health, health education, injury prevention, and public health in Nigeria by providing empirical evidence on the relationship between road safety education and road safety practices among commercial motorcyclists. The findings will provide useful information for the Federal Ministry of Health and Social Welfare, Federal Road Safety Corps (FRSC), state traffic management agencies, local government authorities, motorcycle operators' associations, public health practitioners, transport unions, and policymakers regarding strategies for reducing motorcycle-related road traffic injuries. The study will also provide evidence-based recommendations for strengthening road safety education and training programmes, improving enforcement of traffic regulations, promoting consistent helmet use, increasing access to appropriate protective equipment, improving motorcycle safety standards, and integrating injury-prevention education into programmes targeting commercial motorcyclists across Nigeria.
