Effect of Consumer Financial Protection Education on Students’ Awareness of Financial Consumer Rights in Nigeria

 

Abstract

Financial consumer protection is an important aspect of responsible financial participation because individuals require adequate knowledge of their rights and responsibilities when accessing banking, payment, lending, insurance, and other financial services. Students increasingly interact with financial institutions and digital financial service providers through bank accounts, electronic payments, mobile banking, online transactions, loans, savings products, and other financial services. However, limited awareness of financial consumer rights may expose students to unfair charges, unauthorized transactions, misleading information, inappropriate financial products, privacy concerns, and difficulties in resolving complaints. Consumer Financial Protection Education provides an opportunity to improve students’ understanding of their rights, responsibilities, available complaint mechanisms, and appropriate procedures for protecting themselves when using financial services. Against this background, this study investigates the effect of Consumer Financial Protection Education on students’ awareness of financial consumer rights in Nigeria. The study will be anchored on the Financial Literacy Theory, Theory of Planned Behavior, and Social Cognitive Theory. Financial Literacy Theory explains how financial knowledge and understanding can improve individuals’ ability to make informed financial decisions and protect their interests. The Theory of Planned Behavior emphasizes the influence of attitudes, subjective norms, perceived behavioural control, and behavioural intentions on students’ financial-protection practices. Social Cognitive Theory highlights observational learning, self-efficacy, social influence, reinforcement, and environmental factors in shaping students’ financial knowledge and protective behaviours. Collectively, these theoretical perspectives provide a suitable framework for explaining how Consumer Financial Protection Education may influence students’ awareness of financial consumer rights. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The population will comprise students enrolled in selected Nigerian universities and polytechnics. A multistage sampling technique will be used to select geopolitical zones, states, institutions, faculties or departments, levels of study, classes, and eligible students. Data will be collected using structured questionnaires, financial consumer-rights awareness scales, scenario-based questions, consumer-protection knowledge tests, educational intervention materials, practical case exercises, and pre-test and post-test assessments. Consumer Financial Protection Education will be assessed using indicators such as exposure to financial consumer-rights education, knowledge of consumer rights, awareness of financial-service-provider responsibilities, understanding of contractual terms, awareness of fees and charges, knowledge of interest rates, understanding of loan terms, awareness of unauthorized transactions, knowledge of transaction receipts, awareness of privacy and data-protection rights, understanding of financial-information disclosure, awareness of fair treatment, knowledge of complaint procedures, awareness of dispute-resolution mechanisms, understanding of consumer redress, awareness of financial fraud risks, knowledge of digital financial-service risks, awareness of electronic-payment protection, knowledge of account-security measures, awareness of responsible financial communication, understanding of misleading financial information, awareness of appropriate financial-service choices, and knowledge of relevant financial consumer-protection institutions and regulatory mechanisms. Students’ awareness of financial consumer rights will be assessed using indicators such as ability to identify basic financial consumer rights, recognize the right to clear and accurate information, understand the right to fair treatment, identify the right to transparent fees and charges, understand contractual obligations, recognize unauthorized transactions, identify appropriate steps following unauthorized transactions, understand transaction-receipt rights, recognize privacy rights, understand financial-data protection, identify disclosure requirements, recognize misleading financial information, understand loan-related rights, identify inappropriate lending practices, recognize excessive or undisclosed charges, understand interest-rate information, identify hidden fees, recognize unfair contract provisions, understand complaint procedures, identify appropriate complaint channels, understand dispute-resolution procedures, recognize consumer redress mechanisms, identify financial fraud risks, understand digital-payment risks, recognize phishing and fraudulent communications, identify account-security measures, understand password and personal identification number protection, recognize suspicious transactions, understand electronic-payment notifications, identify appropriate actions following transaction errors, recognize financial-service-provider responsibilities, understand customer-service obligations, identify relevant consumer-protection authorities, recognize available financial-education resources, understand financial-service terms, compare financial products appropriately, evaluate financial information critically, seek clarification before accepting financial services, maintain financial records, preserve transaction evidence, report consumer complaints, protect personal financial information, and overall awareness of financial consumer rights. Descriptive statistics will be used to summarize students’ demographic and academic characteristics, financial-service usage patterns, exposure to Consumer Financial Protection Education, and levels of financial consumer-rights awareness. Inferential statistical techniques, including chi-square tests, t-tests, correlation analysis, analysis of covariance (ANCOVA), and logistic or multiple regression analysis where appropriate, will be used to determine the effect of Consumer Financial Protection Education on students’ awareness of financial consumer rights. Where a quasi-experimental design is adopted, financial consumer-rights awareness scores before and after the educational intervention may be compared with those of a comparison group to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that Consumer Financial Protection Education has a significant positive effect on students’ awareness of financial consumer rights in Nigeria. Students exposed to structured and evidence-based consumer financial protection education are expected to demonstrate greater awareness of their rights and responsibilities when using financial services. Education may improve students’ ability to identify basic financial consumer rights and understand their entitlement to clear, accurate, and timely financial information. It may strengthen awareness of fair treatment and transparent fees and charges. Education on contractual terms may improve students’ ability to understand their obligations before accepting financial products or services. Lessons on interest rates, loan terms, and associated charges may strengthen students’ ability to evaluate credit products and identify undisclosed costs. Education on unauthorized transactions may improve students’ ability to recognize suspicious account activities and take appropriate protective action. Information on transaction receipts and financial records may encourage students to retain evidence of payments and other financial transactions. Privacy and data-protection education may strengthen awareness of rights relating to personal and financial information. Education on financial-information disclosure may improve students’ ability to identify incomplete or misleading information. Complaint-handling education may strengthen students’ knowledge of appropriate channels for reporting problems with financial-service providers. Dispute-resolution education may improve students’ awareness of available mechanisms for seeking redress. Fraud-awareness education may strengthen students’ ability to identify deceptive financial communications and suspicious activities. Digital financial-protection education may improve awareness of risks associated with mobile banking, electronic payments, online transactions, and other digital financial services. Account-security education may strengthen students’ ability to protect passwords, personal identification numbers, authentication information, and other sensitive credentials. Education on misleading financial information may improve students’ ability to critically assess advertisements and financial claims. Consumer-choice education may strengthen students’ ability to compare financial products and select services based on relevant costs, terms, and conditions. Practical scenarios may improve students’ ability to apply consumer-rights knowledge to realistic financial situations. However, the effectiveness of Consumer Financial Protection Education may be constrained by low financial literacy, limited access to reliable financial information, misinformation on social media and online platforms, complex financial terminology, limited awareness of consumer-protection institutions, inadequate financial-education programmes, poor access to complaint mechanisms, distrust of financial institutions, limited student participation, and rapidly changing digital financial-service environments. The study therefore expects accessible, practical, evidence-based, and sustained Consumer Financial Protection Education to contribute significantly to improved awareness of financial consumer rights among students in Nigeria. The study is expected to contribute to the literature on Consumer Financial Protection Education, financial consumer rights, financial literacy, consumer protection, financial education, banking services, digital financial services, electronic payments, mobile banking, financial inclusion, responsible financial behaviour, financial fraud awareness, data protection, consumer redress, complaint management, financial decision-making, student financial literacy, and public financial education in Nigeria. The findings will provide useful information to the Central Bank of Nigeria, financial regulatory institutions, universities, polytechnics, financial institutions, consumer-protection organizations, financial-technology organizations, student organizations, educators, financial-literacy practitioners, policymakers, and other relevant stakeholders regarding strategies for improving students’ understanding and protection of financial consumer rights. The study will also provide evidence-based recommendations for integrating Consumer Financial Protection Education into tertiary education programmes, strengthening students’ knowledge of financial-service terms and consumer rights, improving awareness of complaint and redress mechanisms, increasing education on digital financial-service risks, strengthening financial-fraud awareness, promoting responsible handling of financial information, improving access to reliable consumer-protection information, and developing practical financial consumer-protection education programmes for students across Nigeria.
