Effect of Standard-Setting Activities on Students’ Understanding of Accounting Regulatory Requirements in Nigeria

 

Abstract

Standard-setting activities are an important aspect of accounting education because they expose students to the processes through which accounting standards, principles, and reporting requirements are developed, reviewed, interpreted, and implemented. Accounting education students need to understand not only the content of accounting standards but also the rationale, objectives, consultation processes, and regulatory considerations underlying financial reporting requirements. However, accounting instruction may sometimes emphasize the memorization and application of established standards without providing students with sufficient opportunities to examine how accounting regulatory requirements are developed and why changes occur. Standard-Setting Activities provide students with opportunities to analyse proposed accounting requirements, examine standard-setting documents, participate in simplified consultation exercises, evaluate alternative accounting treatments, discuss regulatory issues, and develop recommendations based on accounting principles and reporting objectives. Against this background, this study investigates the effect of standard-setting activities on students' understanding of accounting regulatory requirements in Nigeria. The study will be anchored on Constructivist Learning Theory, Experiential Learning Theory, and Regulatory Compliance Theory. Constructivist Learning Theory emphasizes active participation, prior knowledge, inquiry, discussion, and the construction of knowledge through meaningful learning experiences. Experiential Learning Theory emphasizes learning through concrete experience, reflective observation, conceptualization, and active experimentation, providing a suitable framework for students' participation in simulated standard-setting activities. Regulatory Compliance Theory emphasizes understanding and adherence to established rules, standards, laws, policies, and professional requirements and provides a basis for examining students' understanding of accounting regulatory obligations. Collectively, these theoretical perspectives provide a suitable framework for explaining how standard-setting activities may influence students' understanding of accounting regulatory requirements. The study will adopt a quantitative quasi-experimental or analytical cross-sectional research design. The study population will comprise accounting education students enrolled in selected public and private universities across Nigeria. A multistage sampling technique will be used to select geopolitical zones, states, universities, faculties or departments, levels of study, classes, and eligible accounting education students. Standard-setting activities will be assessed using indicators such as exposure to accounting standard-setting processes, analysis of proposed standards, review of consultation papers, examination of exposure drafts, participation in simplified public-comment exercises, evaluation of alternative accounting treatments, analysis of standard-setting objectives, identification of financial reporting issues, stakeholder consultation activities, group discussions, regulatory case studies, standard comparison exercises, interpretation of standard-setting documents, analysis of regulatory changes, development of recommendations, simulated standard-setting committees, lecturer guidance, practitioner involvement, access to current accounting standards, digital regulatory resources, and opportunities for repeated standard-setting activities. Students' understanding of accounting regulatory requirements will be assessed using indicators such as knowledge of applicable accounting standards, understanding of the objectives of financial reporting regulations, ability to identify relevant regulatory requirements, interpretation of accounting standards, understanding of recognition and measurement requirements, knowledge of disclosure requirements, awareness of professional accounting regulations, understanding of regulatory responsibilities, ability to distinguish mandatory from non-mandatory requirements, recognition of regulatory changes, understanding of the rationale for accounting standards, ability to apply regulatory requirements to accounting situations, identification of non-compliant accounting treatments, interpretation of regulatory guidance, understanding of reporting obligations, and ability to explain the implications of accounting regulatory requirements for financial reporting. Data will be collected using structured questionnaires, standardized accounting regulatory knowledge tests, regulatory requirement understanding assessments, standard-setting case studies, exposure-draft analysis tasks, consultation exercises, scenario-based questions, competency-based assessment rubrics, observation checklists, and pre-test and post-test assessments where a quasi-experimental design is adopted. Descriptive statistics will be used to summarize students' demographic and academic characteristics, exposure to standard-setting activities, regulatory learning experiences, and levels of understanding of accounting regulatory requirements. Inferential statistical techniques, including chi-square tests, paired and independent t-tests, correlation analysis, and multiple regression analysis where appropriate, will be used to determine the effect of standard-setting activities on students' understanding of accounting regulatory requirements. Where a quasi-experimental design is adopted, students' regulatory understanding scores before and after exposure to standard-setting activities may be compared with those of a comparison group receiving conventional accounting regulation instruction to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that standard-setting activities have a significant positive effect on students' understanding of accounting regulatory requirements in Nigeria. Students exposed to structured standard-setting activities are expected to demonstrate stronger knowledge of accounting standards, reporting requirements, regulatory responsibilities, disclosure requirements, and the rationale underlying accounting regulations than students taught primarily through conventional instructional approaches. Analysis of exposure drafts, consultation documents, and proposed accounting requirements may help students understand that accounting standards are developed in response to reporting problems, stakeholder needs, economic developments, and the objective of improving the quality and comparability of financial information. Simulated public-comment and standard-setting committee activities may strengthen students' ability to evaluate alternative accounting treatments, consider stakeholder perspectives, justify recommendations, and understand the regulatory implications of accounting decisions. Comparing existing standards with proposed changes may also improve students' awareness of regulatory developments and their ability to identify changes in accounting requirements. Practical case studies involving financial reporting, taxation, auditing, corporate reporting, public-sector accounting, and professional ethics may help students connect regulatory requirements with actual accounting situations. However, limited access to current standard-setting materials, complex regulatory language, frequent changes in accounting requirements, inadequate lecturer training, large class sizes, insufficient instructional time, and limited opportunities for practitioner or regulatory-professional involvement may reduce the effectiveness of standard-setting activities. The study therefore expects practical, current, participatory, and well-supervised standard-setting activities to contribute significantly to improved understanding of accounting regulatory requirements among students in Nigeria. The study is expected to contribute to the literature on standard-setting activities, accounting regulatory requirements, accounting education, regulatory knowledge, accounting standards education, financial reporting education, constructivist learning, experiential learning, regulatory compliance, accounting pedagogy, and higher education in Nigeria. The findings will provide useful information to the National Universities Commission, universities, accounting education departments, accounting educators, professional accounting bodies, accounting standard-setting institutions, regulatory agencies, curriculum developers, and policymakers regarding strategies for strengthening regulatory education in accounting programmes. The study will also provide evidence-based recommendations for integrating standard-setting activities into accounting education programmes, developing simplified exposure-draft and consultation exercises, providing students with access to current accounting standards and regulatory materials, incorporating simulated standard-setting committees into classroom instruction, involving accounting practitioners and regulatory professionals in teaching, strengthening students' understanding of the rationale behind accounting standards, using practical regulatory case studies, providing regular updates on changes in accounting requirements, and developing competency-based assessments that measure students' ability to understand and apply accounting regulatory requirements in Nigeria.
