Impact of Procurement Knowledge on the Compliance Awareness of Accounting Education Students in Nigerian Institutions

Abstract

Procurement knowledge refers to the understanding of the principles, procedures, rules, and practices involved in the acquisition of goods, works, and services, while compliance awareness refers to students’ understanding of the need to follow established laws, regulations, standards, and institutional requirements. Adequate knowledge of procurement is important for future accounting professionals because procurement activities involve financial resources, documentation, accountability, transparency, and control. However, insufficient procurement knowledge may limit students’ awareness of the requirements that guide compliant procurement practices. This study therefore examines the impact of procurement knowledge on the compliance awareness of Accounting Education students in Nigerian institutions. Procurement knowledge encompasses understanding of procurement planning, identification of procurement needs, preparation of procurement documents, solicitation and evaluation of bids, supplier selection, contract award, contract administration, record keeping, and monitoring. It also involves knowledge of fundamental procurement principles such as fairness, transparency, competition, accountability, value for money, and adherence to established procedures. Through accounting education, students can acquire relevant knowledge that enables them to understand how procurement activities relate to financial management, internal control, auditing, and public accountability. Compliance awareness represents the extent to which students understand the importance of adhering to applicable procurement rules, institutional procedures, financial regulations, documentation requirements, and ethical standards. Students with adequate compliance awareness are expected to recognize the consequences of bypassing procurement procedures and appreciate the importance of proper authorization, documentation, transparency, and accountability. Procurement knowledge can strengthen this awareness by providing students with a clear understanding of the procedures they are expected to follow and the principles underlying compliant procurement practices. The study will adopt a quantitative research design. The population will comprise Accounting Education students in selected Nigerian institutions, from which an appropriate sample will be drawn. Data will be collected using a structured questionnaire designed to measure students’ procurement knowledge and compliance awareness. The research instrument will be subjected to appropriate validity and reliability procedures before administration. Data collected will be analyzed using descriptive and inferential statistical techniques, while the relevant hypothesis will be tested at the 0.05 level of significance. The study is expected to establish that procurement knowledge has a significant positive impact on the compliance awareness of Accounting Education students. Students with greater knowledge of procurement principles, procedures, documentation, authorization requirements, and accountability practices are expected to demonstrate stronger awareness of the need to comply with established procurement requirements. The findings may also indicate that inadequate exposure to procurement concepts could create gaps in students’ understanding of compliance obligations. The findings are expected to have implications for teaching and learning in Accounting Education. Lecturers may need to provide students with greater exposure to practical procurement situations and compliance requirements. Case studies, procurement simulations, practical exercises, and analysis of procurement scenarios can help students understand how procurement rules are applied in real organizational settings. Linking procurement knowledge with accounting, auditing, internal control, and public financial management may further strengthen students’ awareness of compliance requirements. The study will be beneficial to Accounting Education students, lecturers, tertiary institutions, curriculum developers, and organizations that employ accounting graduates. Students may gain better preparation for accounting roles that involve procurement-related financial activities and compliance responsibilities. Lecturers and curriculum developers may also use the findings to improve the treatment of procurement concepts within Accounting Education programmes, while institutions may benefit from graduates who possess stronger awareness of responsible and compliant procurement practices. The study recommends that procurement-related concepts should be strengthened within relevant Accounting Education courses through practical instruction, case studies, simulations, and compliance-focused exercises. Lecturers should emphasize procurement procedures, documentation, authorization, transparency, accountability, ethical conduct, and adherence to established requirements. Institutions should also provide students with opportunities to understand practical procurement processes. In conclusion, adequate procurement knowledge can contribute significantly to improving the compliance awareness of Accounting Education students and preparing them for responsible participation in procurement and financial management activities.
