Impact of Public Revenue Education on Students’ Understanding of Government Revenue Generation in Nigeria

 

Abstract

Government revenue generation is an important aspect of public finance and provides the financial resources required for government to provide public services, develop infrastructure, implement social programmes, and meet other public expenditure obligations. In Nigeria, government revenue is generated from various sources, including taxation, petroleum-related revenue, customs duties, fees, levies, dividends from government investments, and other internally generated revenue sources. However, limited understanding of public revenue systems among students may affect their ability to appreciate how government obtains the financial resources required for national development. Public Revenue Education provides an opportunity to expose students to the principles, sources, procedures, institutions, challenges, and contemporary practices associated with government revenue generation. Such educational activities may improve students’ knowledge of public revenue and enhance their understanding of the relationship between government revenue, public expenditure, fiscal management, and national development. Against this background, this study investigates the impact of Public Revenue Education on students’ understanding of government revenue generation in Nigeria. The study will be anchored on Experiential Learning Theory, Cognitive Learning Theory, and Human Capital Theory. Experiential Learning Theory explains how students develop understanding through practical experiences, reflection, conceptualization, and application of knowledge to real-life situations. Cognitive Learning Theory emphasizes the processes through which learners acquire, organize, retain, and apply information about government revenue systems and public financial activities. Human Capital Theory explains how investment in relevant knowledge and skills improves students’ competence, productivity, employability, and preparedness for professional and civic responsibilities. Collectively, these theoretical perspectives provide a suitable framework for explaining how Public Revenue Education may influence students’ understanding of government revenue generation in Nigeria. The study will adopt a quantitative quasi-experimental research design. The population will comprise Accounting Education students enrolled in selected Nigerian universities and polytechnics. A multistage sampling technique will be used to select institutions, departments, levels of study, classes, and eligible students. Data will be collected using structured questionnaires, public-revenue knowledge assessment scales, classroom-based assessment instruments, scenario-based questions, practical public-finance exercises, case studies, and pre-test and post-test assessments. Public Revenue Education will be assessed using indicators such as exposure to public revenue lessons, sources of government revenue, taxation, petroleum revenue, customs revenue, fees and levies, dividends from government investments, internally generated revenue, statutory revenue allocation, revenue collection procedures, revenue administration, revenue forecasting, revenue budgeting, revenue documentation, revenue reporting, revenue monitoring, revenue control, digital revenue collection, electronic tax administration, public revenue transparency, revenue accountability, revenue leakages, tax evasion, tax avoidance, corruption, informal-sector revenue, revenue diversification, fiscal responsibility, and contemporary revenue-generation policies. Students’ understanding of government revenue generation will be assessed using indicators such as ability to identify major government revenue sources, explain taxation, distinguish tax and non-tax revenue, understand petroleum-related revenue, explain customs duties, identify government fees and levies, understand internally generated revenue, explain revenue allocation, identify relevant revenue-generating institutions, understand revenue collection procedures, interpret basic revenue information, explain revenue budgeting, understand revenue forecasting, recognize revenue documentation procedures, understand revenue reporting, identify revenue-control mechanisms, understand digital revenue collection, recognize electronic revenue systems, explain revenue transparency, understand accountability in revenue management, identify revenue leakages, understand the effects of tax evasion and avoidance, recognize corruption-related revenue losses, understand informal-sector revenue challenges, explain revenue diversification, and relate government revenue generation to public service delivery and national development. Descriptive statistics will be used to summarize students’ demographic and academic characteristics, exposure to Public Revenue Education, and levels of understanding of government revenue generation. Inferential statistical techniques, including paired and independent t-tests, analysis of covariance (ANCOVA), correlation analysis, and multiple regression analysis where appropriate, will be used to determine the impact of Public Revenue Education on students’ understanding of government revenue generation. Where a quasi-experimental design is adopted, students’ understanding scores before and after exposure to Public Revenue Education may be compared with those of a control group receiving conventional classroom instruction to determine changes associated with the intervention. Diagnostic tests will also be conducted to assess the reliability, validity, and robustness of the findings. The study is expected to find that Public Revenue Education has a significant positive impact on students’ understanding of government revenue generation in Nigeria. Students exposed to structured and practical Public Revenue Education are expected to demonstrate improved knowledge of the major sources and mechanisms of government revenue generation. Education on taxation may strengthen students’ understanding of the role of taxes in financing government activities. Lessons on petroleum revenue may improve students’ understanding of the contribution of petroleum-related activities to government revenue. Customs-revenue education may improve students’ understanding of revenue generated through international trade. Education on fees, levies, and other non-tax sources may broaden students’ knowledge of government revenue beyond taxation. Lessons on internally generated revenue may improve students’ understanding of revenue generation at different levels of government. Education on revenue allocation may strengthen students’ understanding of how government revenue is distributed among government levels and institutions. Revenue-administration activities may improve students’ understanding of the institutions and procedures involved in revenue collection. Revenue forecasting and budgeting exercises may strengthen students’ ability to understand how expected revenue is estimated and incorporated into government financial plans. Revenue-documentation activities may improve students’ understanding of the importance of accurate financial records. Revenue-reporting exercises may strengthen students’ ability to interpret basic public revenue information. Revenue-monitoring and control activities may improve students’ understanding of mechanisms used to safeguard government revenue. Digital revenue-collection activities may increase students’ awareness of electronic tax administration and technology-supported revenue systems. Education on transparency and accountability may strengthen students’ understanding of the importance of responsible public revenue management. Lessons on revenue leakages may improve students’ awareness of how ineffective controls and financial mismanagement can reduce government revenue. Education on tax evasion and tax avoidance may strengthen students’ understanding of factors that affect tax compliance and public revenue performance. Corruption-related case studies may improve students’ awareness of how corrupt practices can undermine revenue generation. Informal-sector revenue activities may strengthen students’ understanding of challenges associated with capturing revenue from informal economic activities. Revenue-diversification education may improve students’ understanding of the importance of developing sustainable alternatives to highly concentrated revenue sources. Practical scenarios, case studies, demonstrations, discussions, and problem-solving activities may further improve students’ ability to apply public revenue concepts to real-life Nigerian situations. However, the effectiveness of Public Revenue Education may be constrained by inadequate instructional materials, limited access to current public-finance information, insufficient practical teaching resources, large class sizes, limited instructional time, inadequate lecturer preparation, outdated curriculum content, limited access to government revenue documents, insufficient use of practical case studies, weak integration of contemporary revenue issues into accounting education, and limited exposure to digital public-revenue systems. The study therefore expects structured, practical, current, and context-specific Public Revenue Education to contribute significantly to improved understanding of government revenue generation among Accounting Education students in Nigeria. The study is expected to contribute to the literature on Public Revenue Education, government revenue generation, public finance education, accounting education, taxation education, public-sector accounting, revenue administration, internally generated revenue, petroleum revenue, customs revenue, digital revenue collection, fiscal responsibility, public financial management, revenue transparency, revenue accountability, tax compliance, revenue diversification, public-sector governance, Experiential Learning Theory, Cognitive Learning Theory, Human Capital Theory, and Accounting Education in Nigeria. The findings will provide useful information to the National Universities Commission, National Board for Technical Education, university and polytechnic administrators, Accounting Education departments, accounting educators, curriculum developers, public-finance educators, government revenue institutions, professional accounting bodies, policymakers, and other stakeholders regarding strategies for improving students’ understanding of public revenue generation. The study will also provide evidence-based recommendations for integrating contemporary public revenue issues into Accounting Education programmes, strengthening practical public-finance instruction, improving students’ understanding of taxation and non-tax revenue sources, incorporating digital revenue-collection activities into classroom instruction, using current Nigerian revenue-generation cases and government reports as teaching resources, strengthening students’ understanding of revenue transparency and accountability, and preparing Accounting Education students for professional and civic responsibilities related to public financial management in Nigeria.
